CITY OF SANTA ANA ATTACHMENT E NON-LOBBYI NG CERTIFICATION he prospective partic ipant certifies, by sig ning and submitting this bid or proposa l, to the best of his or her knowledge and be lief, that: (1) No Federa l appropriated funds have been paid or wi ll be paid, by or on beha lf of the undersigned , to any person for in fl uencing or attempting to in fl uence an officer or empl oyee of any Federa l agency, a Member of Congress, an officer or employee of Congress , or an employee of a Member of Congress in connection with the awarding of any Federa l contract, the making of any Federa l grant, the making of any Federal loan , th e entering into of any cooperative agreement, and the extension , continuation , renewa l , amendment, or modification of any Federa l contract, grant, loan, or cooperative agreement. Submission of this certification is a prerequisite for making or entering into this transaction imposed by Section 1352, Ti tl e 31, U.S. Code . Any person who fail s to fil e the required certification shall be subject to a civi l pena lty of not l ess than $10,000 and not more than $100.000 for each such fai lure.
