CITY OF SANT A ANA <br />SUFK OC has a proven recruitment approach. The SUFK OC Street Outreach program targets homeless <br />and at-risk youth, ages 16-24, through weekly s treet outreach and th.rough local refe1rnl paitners <br />including law enforcement, schools, youth organizations, hotlines, plus healthcare, foster care, and <br />soc ial service agencies (e.g ., SA Youth Service Navigator). We comb underserved neighborhoods across <br />Santa Ana, where homeless, runaway, and other at-risk youth hang out. We provide water, food, <br />clothing, hygiene products and safety info1mation. 70% of the youth we meet make contact with SUFK <br />OC, and of those, 85% engage in our mentoring program to get off of the street. In 2024, SUFK OC <br />received 977 call s to our crisis hotline from street youth and refe1nls. In 2023-2024, 12 8 Santa Ana <br />youth aged 16-24 enrolled in the SUFK OC mentoring programs. We conduct a thorough screening over <br />the phone to dete1mine eligib ili ty for services and immediate needs. A refe1rnl may be made, such as <br />medical treatment, supportive hous ing, behavioral health program, or other assistance program for adults <br />over age 24. In these cases we conduct a soft handoff with another service provider. SUFK OC <br />established Street Outreach services over 20 years ago, in 2003. We now prov ide a Street Outreach <br />program in 10 cities across OC. Youth considered fo r intake to the Santa Ana program will be screened <br />for specific qualifications including, resident of Santa Ana, age 16-24, authorized to work in the U.S., <br />Compliance with Selective Service Act (males 18 + ), and Out-of-School as defined by WOIA. <br />Our recruitment program includes the foll owing outreach elements: <br />• Bilingual outreach campa ign targeting at-risk youth and young adults through flyers, social <br />media, and community events. <br />• Maintaining strong working relationships with Santa Ana Youth Service Providers Network <br />members. <br />• Providing outreach materials at local shelters, food banks, schools, social service agencies, and <br />paiiner organizations to expand awareness of the SUFK OC services and services pro vided <br />through this grant. <br />• Attend city-hosted events and network meetings to strengthen relationships with stakeholders and <br />identify potential youth refe1rnls. <br />• Strengthen relationships with our cunent co1mnunity business partners that prov ide work <br />experience and occupational training to mentored yo uth including Bracken's Kitchen (Culinary), <br />Seabreeze Management Company (Prope1ty Management), Sentri Institute (Armed Guard, Security <br />Guard), Norooz (Health Clinic), Greenlight Cyber (Cyber Security Company). <br />• Develop new business pa1iners that provide work experience and occupational training for <br />mentored youth. <br />• Maintain s trong relationships with local Santa Ana referral sources such as law enforcement, <br />schools, medical facilities, youth organizations and social service agencies. <br />See the Letter of Suppo1i from organizations that have agr eed to refer youth to SUFK OC <br />(Attachment J). <br />Our recruitment plan described above will fulfill the requirement of enrolling 80% of youth by <br />th e 2 nd quaiier of the program (December 31, 2025). In 2023 -2024 we successfully enro lled 128 <br />Santa Ana Youth, aged 16-24, in the SUFK OC mento1ing programs. <br />4 . Assessment <br />StandUp for Kids OC will assess youth in several ways outlined below. <br />1. We us e the online Test for Adult Basic Education (T ABE) assessment too l or the CASA to help <br />dete1mine educational and employment goals. <br />2 .
