MINUTES: Councilmember Hernandez spoke in support of the item and thanked <br />staff for being proactive. <br />Mayor Amezcua spoke in support of the item and requested the Council send out <br />letters to federal representatives. <br />Councilmember Lopez thanked staff for their hard work and spoke in support of the <br />item. <br />Councilmember Bacerra spoke regarding protests in the City and the unnecessary <br />and aggressive tactics used by the National Guard, the apprehension of residents <br />with no criminal history and the limitation the City has when the federal government <br />is involved. He requested the letter be disseminated to all federal officials that have <br />any jurisdiction within Orange County. <br />Mayor Pro Tem Vazquez spoke in support of Councilmember Bacerra's request and <br />spoke in support of the item. <br />City Manager Alvaro Nunez reiterated that the resolution is not symbolic; it is a <br />statement of the City's stance on the current immigration enforcement in the City. <br />MOTION: Councilmember Penaloza moved to approve the recommended <br />action for Item No. 27, seconded by Councilmember Hernandez. <br />The motion carried, 7-0, by the following roll call vote: <br />AYES: COUNCILMEMBER BACERRA, COUNCILMEMBER <br />HERNANDEZ, COUNCILMEMBER LOPEZ, <br />COUNCILMEMBER PENALOZA, COUNCILMEMBER PHAN, <br />MAYOR PRO TEM VAZQUEZ, MAYOR AMEZCUA <br />NOES: NONE <br />ABSTAIN: NONE <br />ABSENT: NONE <br />Status: 7 — 0 — Pass <br />28. Consider a Temporary Program of Financial Assistance for Families Impacted <br />by Federal Immigration Enforcement Actions <br />Department(s): City Manager's Office <br />Recommended Action: Direct the City Manager to establish an Emergency <br />Assistance Program for Families Impacted by Immigration Enforcement funded by <br />up to $1 million of existing FY25-26 budget allocated for City Events. <br />MINUTES: Mayor Amezcua announced Sister City Sahuayo has donated $50, 000 <br />to provide financial assistance, provided a summary of the item, and expressed <br />concern for the immediate need for assistance in the community. <br />City • • 17/15/2020 <br />
