investigated and fired for the violation of Noe's civil rights, for violating SAPD's code of ethics and policy on <br />crisis intervention incidents, and violating their procedures on police contact with mentally ill persons. As often <br />previously stated, the officers failed to properly assess and de-escalate the situation with Noe, issuing only three <br />orders in English before firing 29 bullets at him. Both Casillas and Ibarra lied about Noe "waving around a <br />shotgun", as heard in Body Worn Camera (BWC) footage available online. The videos also demonstrate prior <br />knowledge of Noe's ethnicity, yet both officers failed to communicate with him in Spanish, despite a majority of <br />Santa Ana's population consisting of monolingual Spanish-speakers. All of these factors as well as Casillas' <br />involvement with another killing one month later, and the beating of Mario Diaz (a 15 year old), merit the <br />immediate investigation and firing of these officers. <br />2 <br /> <br />
