Fairview Street) <br />March 10, 2025 <br />Page 2 <br />4 <br />8 <br />3 <br />7 <br />Staff is recommending approval of the requested entitlements to facilitate the construction <br />of the convenience store, service station/canopy, and new commercial building, which <br />represent a significant reinvestment in the neighborhood-serving center. The project will <br />enhance the area and promote development on an existing outdated commercial property, <br />located on a major commercial intersection. The project will also provide additional services <br />to residents, workers, and visitors in the area, as well as employment opportunities, and will <br />not negatively impact the surrounding community as the project has been designed to <br />minimize impacts to the nearby sensitive land uses. Moreover, approval of the project will <br />not exacerbate the existing noise and vibration levels nor impact the existing air quality and <br />greenhouse emissions of the immediate vicinity, as substantiated by air quality, greenhouse, <br />noise, and vibration studies prepared for the project. Lastly, the project complies with the <br />General Plan goals and policies as it seeks to preserve and improve the character and <br />integrity of existing neighborhoods and encourages a wide range of commercial uses that <br />benefit the surrounding community. <br />DISCUSSION <br />Project Description <br />The project site is an integrated shopping center, comprised of two legal lots, including 2745 <br />W. McFadden Avenue (APN: 109-040-34) and 1001 S. Fairview Street (APN: 109-040-41). <br />The applicant is proposing to demolish an existing donut shop (Jax Donut House) and <br />existing convenience store (7-Eleven); remodel an existing multi-tenant commercial <br />building; and aesthetic improvements to paint and repair an existing restaurant (Husky Boy <br />Restaurant). In addition, the applicant is proposing to construct a new 3,200-square-foot <br />multi-tenant, commercial building (Building ā€˜C’), a 3,062-square-foot convenience store, a <br />3,096-square-foot service station canopy, two trash enclosures, a bike rack, and restripe the <br />parking lot to provide a total of 108 parking spaces. As part of the conditions of approval, <br />the applicant will be required to install six (6) new electric vehicle (EV) charging stations. As <br />part of the overall project, the applicant has submitted a lot line adjustment (LLA) application <br />to modify the gross site area of the two legal lots. The resulting lot at 2745 W.
