Santa Ana Boulevard, Unit 600) <br />March 10, 2025 <br />Page 4 <br />4 <br />8 <br />5 <br />1 <br />Project Analysis <br />A CUP is required for medical offices operated by government, government-subsidized, <br />not-for-profit, or philanthropic entities, to ensure that there are no detrimental effects to <br />adjacent or neighboring land uses or the overall community, as it relates to land use <br />compatibility, hours of operation, vehicle circulation and onsite traffic, parking, and noise. <br />Moreover, CUP requests are governed by Section 41-638 of the SAMC. CUPs may be <br />granted when it can be shown that the proposed project will not adversely impact the <br />community. If these findings can be made, then it is appropriate to grant the CUP. <br />Conversely, the inability to make these findings would result in a denial. <br />The subject site is located in the Civic Center where the immediate vicinity includes office <br />buildings (predominantly government facilities), a park, a charter high school previously <br />converted from an office building, multifamily residential properties, and a bank. The <br />nearest sensitive land uses are the adjacent school situated approximately 150 feet east, <br />and a residential apartment community and gated condominium community <br />approximately 60 feet to the south. The site’s design mitigates potential circulation <br />impacts with two vehicular access points into the garage from N. Parton Street and W. <br />Third Street, which help minimize traffic impacts and queuing. Moreover, a 578-space <br />garage exceeds city-parking requirements by 11 spaces based on the existing uses within <br />the building, which ensures that there are no off-site parking impacts. The site is also <br />within proximity to public transit, with bus stops, and future street car routes available on <br />Santa Ana Boulevard, Flower, Ross, and First streets, all within an approximately 500- <br />foot radius. This accessibility is particularly beneficial as Child Guidance Center reports <br />that many patients utilize public transportation, thereby reducing traffic concerns. <br />Staff analyzed the project to evaluate potential impacts on neighboring properties and <br />sensitive land uses. Staff observed no significant disruptions or traffic impacts during their <br />assessment and concluded that the project would not negatively affect nearby residents <br />or workers. The site's location and design, combined with the medical office's existing <br />operations on the sixth floor of the office building with ample parking and nearby transit, <br />effectively address potential concerns such as traffic, noise, and compatibility with <br />surrounding uses. The medical office's operations are well-integrated into the existing <br />building design, further reducing the likelihood of any negative impact on the surrounding <br />neighborhood or sensitive land uses. It was determined that the proposed CUP would not <br />harm the community’s health, safety, or welfare. <br />Approval of the CUP would enable Child Guidance Center to continue providing essential <br />behavioral health and psychiatric services to children and young adults (ages 0-21) in the <br />City. Located within an existing office building in an Urban Neighborhood designated <br />area, the facility aligns with the General Plan's vision of creating well-connected spaces <br />that integrate commercial, residential, and healthcare amenities. The proposed non-profit, <br />government-subsidized medical office in Santa Ana will significantly contribute to the <br />general wellbeing of the neighborhood and community.
