Planning and Building Agency <br /> Item # xx <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br />Planning Commission Staff Report <br />July 28, 2025 <br />Topic: Site Plan Review No. 2025-02 – Gonzalez Single-Family Residence Addition (730 <br />S. Van Ness Avenue) <br />RECOMMENDED ACTION <br />Adopt a resolution approving Site Plan Review No. 2025-02 as conditioned. <br />EXECUTIVE SUMMARY <br />Jeremy Cole (“Applicant”), representing Sonia Gonzalez (“Property Owner”), is <br />requesting approval of Site Plan Review (SPR) No. 2025-02 in order to allow an 85-square- <br />foot rear addition, exterior alterations, and an interior remodel to an existing single-family <br />residence addressed as 730 S. Van Ness Avenue. Pursuant to Santa Ana Municipal Code <br />(SAMC) Section 41-593.4, Heninger Park Specific Development (SD-40) zoning <br />designation, and the Heninger Park Architectural Design Guidelines (HPADG), Planning <br />Commission approval is required for residential additions (i.e., new construction). Staff <br />recommends approval of the Applicant’s request, as the proposed addition and exterior <br />alterations have been designed to comply with the SD-40 and HPADG development and <br />design standards. Moreover, the addition will be architecturally compatible with the <br />neighborhood and consistent with the Santa Ana Citywide Design Guidelines (SACDG). <br />DISCUSSION <br />Project Description <br />The existing single-story, 1,097-square-foot single-family residence is proposed to be <br />expanded by approximately 85 square feet to enlarge a bedroom and add a new <br />bathroom. The total number of bedrooms will remain at three (no net change) and the <br />bathroom count will increase from one to two. To accommodate the expanded bedroom, <br />the residence will be extended approximately six feet, four inches (6’-4”) toward the rear <br />(west) elevation. The new bathroom will be created within the interior of the bedroom <br />space and measure approximately 52 square feet. Overall site improvements include <br />installation of new vinyl hung windows throughout the residence, all featuring decorative <br />wood trim and sill detail to match the existing style, along with matching exterior stucco. <br />The Project also includes the removal of an unpermitted 280-square-foot rear patio cover. <br />
