Planning and Building Agency <br />Item # 1 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br />Historic Resources Commission Staff Report <br />May 3, 2023 <br />Topic: HEMA No. 2023-03 – The Fuller-Utt House (2140 North Ross Street) <br />RECOMMENDED ACTION <br />Adopt a resolution approving a Certificate of Appropriateness for Historic Exterior <br />Modification Application No. 2023-03. <br />EXECUTIVE SUMMARY <br />Andrew Spero and Amy Miller are requesting approval of Historic Exterior Modification <br />Application (HEMA) No. 2023-03. Specifically, the request is to allow exterior modifications <br />consisting of a single-level rear addition of approximately 261 square feet, and interior <br />modifications to include an interior kitchen remodel/expansion of approximately 229 square <br />feet with new interior master bathroom of approximately 144 square feet (totaling <br />approximately 373 square feet of interior remodel), for the Fuller-Utt House located at 2140 <br />North Ross Street. The property was listed as “Contributive” in 2007 on the Santa Ana <br />Register of Historical Properties. <br />DISCUSSION <br />Project Location and Site Description <br />The subject property is located on the west side of North Ross Street in the Floral Park <br />National Register Historic District in Santa Ana. The General Plan land use designation <br />for the site is Low Density Residential (LR) and the zoning district is Single Family <br />Residential (R1). The site contains a single-story 1,384-square-foot English Revival style <br />residence and a detached garage on a 9,150-square-foot lot. The property is known as <br />the Fuller-Utt House and is a contributor to the National Register-listed Floral Park Historic <br />District. The property is also individually listed as No. 488 on the Santa Ana Register of <br />Historical Properties (“Register”). It was placed on the Register in 2007 and was <br />categorized as “Contributive.” <br />The Fuller-Utt House is a one-story, stucco-clad residence that features the picturesque <br />asymmetry typical of the English Revival style. Steeply pitched, the cross-gabled roof of <br />patterned wood shingles with rolled edges is meant to suggest thatching. Gable ends are <br />  <br />    <br />
