<br />BEFORE THE SANTA ANA HISTORIC
<br />RESOURCES COMMISSION
<br />The City of Santa Ana encourages the
<br />public to participate in the decision-
<br />making process. We encourage you to
<br />contact us prior to the Public Hearing if
<br />you have any questions.
<br />Historic Resources Commission
<br />Action: The Historic Resources
<br />Commission will hold a Public Hearing to
<br />receive public testimony, and will take
<br />action on the item described below. Their
<br />decision is final unless appealed to the
<br />City Council within 10 days of the decision
<br />by any interested party or group.
<br />Project Location:1102, 1104, 1106,
<br />1108, 1110, 1112, 1114 N. Lacy Street
<br />and 425-427 E. Wellington Avenue
<br />(collectively 1102 N. Lacy Street), located
<br />within the Specific Development (SD-19)
<br />district zone.
<br />Project Applicant:Eric & Justin
<br />Novakovich (Applicant) on behalf of
<br />Wellington HoldCo, LLC (Property Owner)
<br />Project Description:The applicant is
<br />requesting approval of a Historic Exterior
<br />Modification Application (HEMA) for a
<br />historic property (known as the Dehne
<br />Apts. No 1) that is a contributor to French
<br />Park National Register District. Applicant
<br />is proposing exterior changes to an
<br />existing apartment building. The proposed
<br />changes include the removal of original
<br />wood windows, rear doors, concrete
<br />steps, and two wood staircases with
<br />balconies at the rear. A previously
<br />removed wood staircase will be rebuilt
<br />and two other wood stairs will be modified
<br />with wood to match existing with slight
<br />changes to meet the building code.
<br />Environmental Impact:Pursuant to the
<br />California Environmental Quality Act
<br />(CEQA) and the CEQA Guidelines, the
<br />project is exempt from further review
<br />under Section 15331, Class 31, as this
<br />action is designed to preserve a historic
<br />resource. Categorical Exemption No. ER-
<br />2022-97 will be filed for this project.

<br />heard on Thursday, October 5, 2023, at
<br />4:30 p.m.in the City Council Chambers,
<br />22 Civic Center Plaza, Santa Ana, CA
<br />92701.Members of the public may
