FREE RECORDING PURSUANT TO <br />GOVERNMENT CODE § 27383 <br />Resolution No. 2024-XX <br />Page 1 of 13 <br /> <br /> <br /> <br /> <br />RESOLUTION NO. 2024-XX <br /> <br />A RESOLUTION OF THE HISTORIC RESOURCES <br />COMMISSION OF THE CITY OF SANTA ANA APPROVING <br />THE CERTIFICATE OF APPROPRIATENESS FOR THE <br />PROPERTY LOCATED AT 2208 NORTH FLOWER STREET <br />FOR HISTORIC EXTERIOR MODIFICATION APPLICATION <br />NO. 2024-04 (APN: 001-201-34) <br /> <br />BE IT RESOLVED BY THE HISTORIC RESOURCES COMMISSION OF THE <br />CITY OF SANTA ANA AS FOLLOWS: <br /> <br />Section 1. The Historic Resources Commission of the City of Santa Ana hereby <br />finds, determines and declares as follows: <br /> <br />A. Vy Lam Han and Stephanie Tuhan Phan (property owners and applicants) <br />are requesting approval of Historic Exterior Modification Application No. <br />2024-04 to allow exterior modifications to the property at 2208 North Flower <br />Street. <br />B. The legal owners of the property Vy Lam Han, a single man and Stephanie <br />Tuhan Phan, a single woman as joint tenants. <br />C. The property at 2208 North Flower Street is a contributor to the Floral <br />National Register Historic District, known as the C.J. Young House. The <br />Floral Park National Register Historic District is also listed in the California <br />Register of Historical Resources. Although the property is not listed on the <br />Santa Ana Register of Historic Properties, it is listed on the National <br />Register and therefore meets the definition of “historic property” specified in <br />Santa Ana Municipal Code 30-1.5, which includes any property designated <br />on the federal, state, or local registers. Because the property is a designated <br />historic property, the project is subject to the requirements of Santa Ana <br />Municipal Code Section 30.6, specifically, that the proposed alteration are <br />subject to Historic Resources Commission Review. <br />D. The C.J. Young House was constructed in 1954, with the residence <br />exhibiting elements of the Minimal Traditional and Ranch styles of <br />architecture. Alterations to the residence include the replacement of select <br />windows on the primary (east) and west facades with vinyl sashes and the <br />filling in of a doorway on the south elevation. Character-defining features of <br />C.J. Young House that should be preserved include its L-Plan, cross-gabled <br />roof with winged gable ends, board-and-batten and stucco exterior wall <br />cladding, sidelight adjacent to the front door, porch with brick floor and porch <br />supports with curved bracing, historic steel casement and wood sliding <br />multi-light windows. <br />  <br />    <br />
