FREE RECORDING PURSUANT TO <br />GOVERNMENT CODE § 27383 <br />Resolution No. 2024-XX <br />Page 7 of 13 <br /> <br /> <br />alterations involving the removal and replacement of historic <br />and non-historic materials, principally windows and doors. <br />However, the loss of character-defining historic features <br />would be compatible with the historic character of the property <br />and confined to the rear and side of the residence, in areas <br />with limited or no public visibility. <br /> <br />In order to preserve the historic character of the property, all <br />proposed windows and doors, except for the wood panel front <br />door and two horizontal wood doors along the north elevation, <br />would be of metal fabrication (with glazing in the doors) <br />consistent with the residence’s existing historical steel <br />casement windows, with window sashes and trim and door <br />frames painted to match the colors of the existing historical <br />windows. Where sufficient documentation of the house’s <br />historical design exists, specifically the east-façade focal <br />window and, historical glazing patterns would be reproduced <br />or approximated in the proposed features. Outside these two <br />window reproductions, the new features are not intended to <br />strictly replicate historical features, but instead to be <br />compatible with the property and echo the historical use of <br />steel, multi-pane windows throughout much of the residence. <br />However, as doors and windows of modern commercial <br />production, they would be inherently distinguishable from the <br />historical features of the residence in their finish and glazing. <br /> <br />No element of the project would alter any character-defining <br />spaces or spatial relationships. <br /> <br />v. Standard 4-8 and Standard 10 are not applicable. No features <br />of this description would be affected by this Project. <br /> Section 2. In accordance with the California Environmental Quality Act, the <br />recommended action is exempt from further review under Section 15331, Class 31, as <br />this action is designed in a manner consistent with the Secretary of Interior’s Standards. <br />Based on this analysis, a Notice of Exemption, Environmental Review No. 2024 -85 will <br />be filed for this project. <br /> Section 3. The Historic Resources Commission of the City of Santa Ana after <br />conducting the public hearing hereby approves the Certificate of Appropriateness for <br />Historic Exterior Modification Application No. 2024-04, as conditioned in Exhibit B, <br />attached hereto and incorporated herein. The Historic Resources Commission finds that <br />the proposed modifications do not substantially change the character and integrity of the <br />historic property. This decision is based upon the evidence submitted at the above said <br />hearing, which includes, but is not limited to: the Staff Report and exhibits attached thereto <br />and the public testimony, all of which are incorporated herein by this reference. <br /> <br /> <br />
