4 NO ENVIRONMENTAL EFFECTS AND LESS THAN SIGNIFICANT <br />ENVIRONMENTAL EFFECTS WITHOUT MITIGATION MEASURES <br />However, as with Project construction, all hazardous materials used on the Project site during <br />operation would be used, stored, and disposed of in accordance with manufacturer's standards <br />and all applicable federal, state, and local requirements. Therefore, with compliance with <br />manufacturer's standards and all applicable local, state, and federal laws and regulations relating <br />to environmental protection and the management of hazardous materials, impacts associated <br />with the routine transport, use, or disposal of hazardous materials during operation of the Project <br />would be less than significant. (Draft Supplemental EIR, pp. 4.6-17 — 4.6-19.) <br />Threshold H-2: The Project would not create a significant hazard to the public or the <br />environment through reasonably foreseeable upset and accident <br />conditions involving the release of hazardous materials into <br />the environment. <br />Findings: The City finds that the Project would result in less than significant impacts to hazards <br />and hazardous materials related to reasonably foreseeable upset and accident conditions <br />involving the release of hazardous materials into the environment. Additionally, the City finds that <br />the Project will implement regulatory requirements RR HAZ-1, RR HAZ-2; RR HAZ-4 through RR <br />HAZ-6 (listed above). (Draft Supplemental EIR, pp. 4.6-19 — 4.6-20.) <br />Explanation of the Rationale: The Phase I Environmental Site Assessment conducted for the <br />Project revealed no evidence of Recognized Environmental Conditions (RECs) and/or Controlled <br />Recognized Environmental Conditions (CRECs) in connection with the Project site. In the event <br />that hazardous materials are found on -site during construction activities, materials would be <br />removed in accordance with procedural requirements and regulations for the proper removal and <br />disposal. With compliance with relevant regulations and requirements, Project construction <br />activities would not expose people to a substantial risk resulting from the reasonably foreseeable <br />upset and accident conditions involving the release of hazardous materials into the environment. <br />Impacts would be less than significant. (Draft Supplemental EIR, pp. 4.6-19 — 4.6-20.) <br />Threshold H-3: The Project would not emit hazardous emissions or handle hazardous or <br />acutely hazardous materials, substances, or waste within one -quarter mile <br />of an existina or proposed school. <br />Findings: The City finds that the Project would result in no impacts related to hazards and <br />hazardous materials within one -quarter mile of an existing or proposed school. Additionally, the <br />City finds that the Project will implement regulatory requirements RR HAZ-1, RR HAZ-2; RR HAZ- <br />4 through RR HAZ-6 (listed above). (Draft Supplemental EIR, pp. 4.6-20 — 4.6-21.) <br />Explanation of the Rationale: There are no schools within one -quarter mile of the Project site. <br />The closest school to the Project site is California Pacific Charter Schools, located approximately <br />0.3 mile to the southwest. No impacts would occur.
