4 NO ENVIRONMENTAL EFFECTS AND LESS THAN SIGNIFICANT ENVIRONMENTAL EFFECTS WITHOUT MITIGATION MEASURES However, as with Project construction, all hazardous materials used on the Project site during operation would be used, stored, and disposed of in accordance with manufacturer's standards and all applicable federal, state, and local requirements. Therefore, with compliance with manufacturer's standards and all applicable local, state, and federal laws and regulations relating to environmental protection and the management of hazardous materials, impacts associated with the routine transport, use, or disposal of hazardous materials during operation of the Project would be less than significant. Threshold H-2: The Project would not create a significant hazard to the public or the environment through reasonably foreseeable upset and accident conditions involving the release of hazardous materials into the environment. With compliance with relevant regulations and requirements, Project construction activities would not expose people to a substantial risk resulting from the reasonably foreseeable upset and accident conditions involving the release of hazardous materials into the environment. Threshold H-3: The Project would not emit hazardous emissions or handle hazardous or acutely hazardous materials, substances, or waste within one -quarter mile of an existina or proposed school. Explanation of the Rationale: There are no schools within one -quarter mile of the Project site. Threshold H-4: The Project would not be located on a site which is included on a list of hazardous materials sites compiled pursuant to Government Code Section 65962.5 and, as a result, create a significant hazard to the public or the environment.
