4 NO ENVIRONMENTAL EFFECTS AND LESS THAN SIGNIFICANT <br />ENVIRONMENTAL EFFECTS WITHOUT MITIGATION MEASURES <br />off site construction activities may occur in adjacent street rights -of -way intermittently, which could <br />potentially require partial, temporary lane closures. However, if temporary lane closures are <br />necessary, the remaining travel lanes would remain open in accordance with standard traffic <br />control plans that would be submitted to and reviewed by the City's Public Works Agency <br />Development Engineering staff, which would ensure adequate circulation and emergency access. <br />Upon completion of construction activities, all travel lanes would be restored to pre- <br />existing conditions. <br />Operation of the Project would generate traffic in the Project site vicinity and would result in some <br />modifications to the Project site's access. However, public and private roadways throughout the <br />Project site would be designed to accommodate emergency vehicles for fire, ambulance, and <br />police services. The roadways would not have restricted access such as gates that would prevent <br />emergency vehicles from reaching the intended destinations. Roadway improvements and new <br />roadway construction would be constructed in accordance with the Orange County Fire Authority <br />standards and code requirements. Therefore, the Project would not physically interfere with or <br />impair the implementation of the City's emergency response plan. Impacts would be less than <br />significant. (Draft Supplemental EIR, pp. 4.6-23 — 4.6-24.) <br />Threshold H-7: The Project would not expose people or structures, either directly or <br />indirectly, to a significant risk of loss, injury or death involving wildland fires. <br />Findings: The City finds that the Project would result in no impacts to hazards and hazardous <br />materials related to wildland fires. Additionally, the City finds that the Project will implement <br />regulatory requirements RR HAZ-1, RR HAZ-2; RR HAZ-4 through RR HAZ-7 (listed above). <br />(Draft Supplemental EIR, pp. 4.6-24.) <br />Explanation of the Rationale: The Project site is located in an urban, developed area within the <br />City and is surrounded by commercial and multi -family residential uses. No wildlands occur within <br />or near the Project site. No impacts related to risk of wildland fires would occur. (Draft <br />Supplemental EIR, p. 4. 6-24.) <br />Cumulative Impacts: The Project would not result in cumulative impacts concerning hazards and <br />hazardous materials. <br />Findings: The City finds that the Project would result in less than significant cumulative impacts <br />concerning hazards and hazardous materials. Additionally, the City finds that the Project will <br />implement regulatory requirements RR HAZ-1, RR HAZ-2; RR HAZ-4 through RR HAZ-7 (listed <br />above). (Draft Supplemental EIR, pp. 4.6-25 — 4.6-26.) <br />Explanation of the Rationale: As with the Project, related projects would require evaluation for <br />potential threats to public safety, including those associated with the use, storage, and/or disposal <br />of hazardous materials and would be required to comply with all applicable local, state, and federal <br />laws, rules and regulations. Because environmental safety issues are largely site -specific, this <br />evaluation would occur on a case -by -case for each individual project affected, in conjunction with <br />development proposals on these properties. The Project would result in less than significant <br />impacts related to hazards and hazardous materials.
