4 NO ENVIRONMENTAL EFFECTS AND LESS THAN SIGNIFICANT <br />ENVIRONMENTAL EFFECTS WITHOUT MITIGATION MEASURES <br />Library Services <br />Buildout of the GPU and the related projects within the City would potentially increase the need <br />for library services. However, only the projects that involve the development of residential uses <br />would generate additional demand for library services. Cumulative development within the City <br />with a residential component would be required to comply with RR LS-1 for the payment of the <br />residential development tax and property taxes, which would contribute to the City's general fund <br />that could potentially be used for the expansion of the existing libraries or construction new library <br />facilities. Additionally, the Project would not result in new substantial unplanned growth that was <br />not previously analyzed in the GPU PEIR. Project implementation would also result in the <br />payment of the residential development tax and property taxes, which could potentially be used <br />for the expansion of the existing libraries or construction new library facilities. Therefore, the <br />Project's contribution to cumulative impacts associated with library services would not be <br />cumulatively considerable, and therefore, cumulative impacts to library services would be less <br />than significant. (Draft Supplemental EIR, pp. 4.11-22 — 4.11-23.) <br />4.16 TRANSPORTATION <br />Threshold T-1: The Project would not conflict with a program, plan, ordinance or policy <br />addressing the circulation system, including transit, roadway, bicycle and <br />pedestrian facilities. <br />Findings: The City finds that the Project would result in less -than -significant impacts to <br />transportation related to conflict with a program, plan, ordinance or policy addressing the <br />circulation system, including transit, roadway, bicycle and pedestrian facilities. (Draft <br />Supplemental EIR, p. 4.13-11.) <br />Additionally, the City finds that the Project will implement the following regulatory requirements <br />(Draft Supplemental EIR, p. 4.13-4): <br />RR T-1: The City will design and operate a balanced, multimodal circulation system <br />network with all users in mind —including bicyclists, public transportation vehicles and <br />riders, and pedestrians of all ages and abilities in line with the California Complete Streets <br />Act (Assembly Bill 1358). <br />RR T-2: Projects pursuant to the General Plan Update will implement fire protection <br />requirements as detailed in the Orange County Fire Authority's Fire Prevention Guidelines <br />and in the California Fire Code. <br />Explanation of the Rationale: The Project would enhance the existing circulation network by <br />including improvements to existing roadways, providing a new internal network of private <br />roadways and loading zones to encourage the safe movement of people and goods, and providing <br />adequate parking for residents and visitors to the Project site. Additionally, the Project would <br />maintain the existing public transit stops located within, directly adjacent to, or in the vicinity of <br />the Project site and would continue to serve the ridership in the area which would include the <br />residents, employees, and visitors of the Project.
