4 NO ENVIRONMENTAL EFFECTS AND LESS THAN SIGNIFICANT <br />ENVIRONMENTAL EFFECTS WITHOUT MITIGATION MEASURES <br />related projects would use such resources on a relatively small scale. Additionally, future <br />development projects, including the Project, would be expected to incorporate energy <br />conservation features in compliance with applicable regulations, such as the Title 24 standards, <br />which include the CALGreen Code. The Project would not result in the need for expanded facilities <br />from SoCalGas, SCE, or telecommunications providers, as the existing capacities for dry utilities <br />would be sufficient to meet the Project's needs. Thus, the Project's contribution to cumulative <br />impacts to dry utility services would not be cumulatively considerable, and as such, cumulative <br />impacts to dry utility services would be less than significant. (Draft Supplemental EIR, p. 4.15-38.) <br />4.18 WILDFIRE <br />Threshold W-1: The Project would not substantially impair an adopted emergency response <br />plan or emergency evacuation plan. <br />Findings: The City finds that the Project would result in no impact to wildfire related to impairing <br />an adopted emergency response plan or emergency evacuation plan. (Draft Supplemental EIR, <br />p. 5-13.) <br />Explanation of the Rationale: The Project site is located within the City, which is not located in <br />or near a state responsibility area or lands classified as a very high fire hazard severity zone <br />(VHFHSZ). The nearest state responsibility area classified as VHFHSZ to the City is about four <br />miles east along the western edge of Loma Ridge, and the nearest VHFHSZ in a local <br />responsibility area is about 3.8 miles east at the southern tip of the Peters Canyon Regional Park. <br />Therefore, the Project would not substantially impair an adopted emergency response plan or <br />emergency evacuation plan, and no impact to wildfire would occur. (Draft Supplemental EIR, <br />p. 5-13.) <br />Threshold W-2: The Project would not, due to slope, prevailing winds, and other factors, <br />exacerbate wildfire risks, and thereby expose project occupants to pollutant <br />concentrations from a wildfire or the uncontrolled spread of a wildfire. <br />Findings: The City finds that the Project would result in no impact to wildfire related to <br />exacerbating wildfire risks and exposing project occupants to pollutant concentrations from a <br />wildfire or the uncontrolled spread of a wildfire.
