DOWNTOWN SANTA ANA BUSINESS IMPROVEMENT DISTRICT 2008 <br />ANNUAL REPORT <br />Tom Eidem, Interim Downtown Manager, provided a PowerPoint presentation <br />and handout. <br />Highlights of this work study session included: <br />• A Business Improvement District (BID} is a type of benefit assessment <br />district, where business owners choose to be assessed by the City. <br />• The Dawntown Santa Ana BID was established on February Q, 1584 <br />tOrdinance NS-1715}. <br />• BIDs are set up for one year at a time and managed by stakeholders. <br />• A "fair share" assessment is determined by a business's economic <br />activity, taking into account its type and size.
