collected as part of the business license fee. <br />• Assessment funds are used for improvements and promotions in the <br />business area. <br />• Benefits include: improved business climate; well-funded Downtown <br />programs and services; cleaner sidewalks, streets, and parking lots; <br />attractive to new businesses and investors; a stronger and more united <br />voice in Downtown matters. <br />• The Community Redevelopment & Housing Commission (CRHC} was <br />appointed by City Council as the BID Advisory Board on October 6, 2003 <br />(Resolution 2003-078). <br />• Acting as the BID Advisory Board, the CRHC prepares an annual report, <br />files the report with the City Clerk for transmittal to City Council, and <br />makes recommendations to the City Council. <br />A discussion ensued and questions from the Commissioners were addressed. <br />Staff will provide additional BID budget information as requested by <br />Chairperson Vasquez and Commissioner Verino. Mr. Eidem noted that there <br />will be no assessment levy for 2008; and since no levy is planned, it was his <br />understanding of the BID assessment statute that a public hearing before the <br />City Council will not be required. Chairperson Vasquez disagreed and stated <br />that she would be contacting the City Attorney. <br />Mr. Eidem mentioned that a Management District Formation Committee is <br />currently holding meetings in the Downtown office to discuss the formation of a <br />management district. <br />Public Comments: Louis Pescarmona, Sam Romero, Jose Romo, and Deiilah <br />Snell spoke in support of the Business Improvement District. <br />BUSINESS CALENDAR <br />2.
