AMENDMENT TO MEMORANDUM OF UNDERSTANDING <br /> BETWEEN THE CITY OF SANTA ANA AND THE <br /> SANTA ANA POLICE OFFICERS ASSOCIATION FOR <br /> FISCAL YEARS 1990-91, 1991-92, AND 1992-93 <br /> The Memorandum of Understanding between the City of Santa Ana and the <br /> Santa Ana Police Officers Association for Fiscal Years 1990-91, 1991-92 , <br /> and 1992-93, executed on December 10, 1990, is hereby amended as <br /> follows: <br /> 1. Section 3 of Article V, "Assignment and Other Special Pay <br /> Additives, " is amended to read as follows: <br /> "Section 3. Bilingual Pay. Qualified employees who meet <br /> the following criteria will be paid a monthly pay <br /> differential, above his or her base monthly salary step, as <br /> follows: <br /> A. Assignment by the Chief of Police or his designee <br /> to a position requiring bilingual capability in <br /> both English and one of the following languages: <br /> Spanish, Samoan, Vietnamese or other language <br /> designated by the City Manager; and <br /> B. Certified by the Chief Personnel Officer as <br /> having satisfactorily demonstrated the required <br /> level of conversational proficiency in both <br /> languages. <br /> C. Street Level Proficiency in Spanish. Effective <br /> July 16, 1992, a Police Officer or Police <br /> Sergeant who successfully meets the Street Level <br /> Proficiency requirements set out in the <br /> departmental Spanish training program shall be <br /> paid a bilingual pay differential in an amount <br /> equal to the product obtained by multiplying the <br /> base salary rate being paid to an employee in the <br /> rank of Police Officer Step "E" by two and one <br /> half percent (2 . 5%) (five [5] salary rate <br /> ranges) . <br /> 1. Employees receiving "Street Level <br /> Proficiency" incentive pay will be required, <br /> as a condition of continued eligibility to <br /> receive such incentive pay, to successfully <br /> complete an eight (8) hour refresher course <br /> once every twelve months from the date of <br /> initial certification. <br /> 2 . "Street Level Proficiency" is part of a pilot <br /> program and its success will be evaluated on an <br /> ongoing basis for; the next two years. If at any <br />
