person so absenting himself makes an explanation satisfactory to the <br /> department head of the cause of his absence, the department head may <br /> restore him to his position, with the City Manager's approval. <br /> Section 7. Authorized Absence Without Pay. Absence without pay not <br /> to exceed five (5) consecutive working days, may be authorized by the <br /> department head. Absence without pay not to exceed fifteen (15) calendar <br /> days may be authorized by the department with the approval of the City <br /> Manager. Such absences may be authorized only if in the judgment of the <br /> department head they serve the best interest of the City. <br /> Section 8. Authorized Absence With Pay - Long Term. Upon receipt of <br /> a written request from an employee having permanent status plus action by <br /> the department head recommending approval of the request, the City Manager <br /> may grant a leave of absence for up to six (6) months for the following <br /> reasons only, except as otherwise provided in these rules: <br /> A. Illness of the employee, or of a member of his or her <br /> immediate family residing in the employee's household, requires that the <br /> employee move from the vicinity of the City as a remedial health measure <br /> and a designated physician indicates that such removal from the City is <br /> necessary and will not be required for longer than six (6) months; or <br /> B. The employee has been appointed by another municipality to a <br /> position of greater responsibility in a field of employment wherein the <br /> employee possesses special competence, and such appointment constitutes an <br /> advancement is responsibility and authority over that required in his/her <br /> employment with the City of Santa Ana. <br /> An employee returning to duty with the City shall inform the <br /> department head and chief personnel officer of his/her intention at least <br /> thirty (30) calendar days prior to the expiration of the six (6) months <br /> period or shorter period if the full six (6) months is not taken. Upon <br /> receipt of such notice, the department head will take steps necessary to <br /> restore the employee to his/her former position. <br /> Section 9. Administrative Leave <br /> The City Manager is authorized to grant, at his discretion, <br /> administrative leave with or without pay for permanent employees if, in his <br /> opinion, such a leave is in the interest of the City. <br /> Section 10. Industrial Leave. <br /> A. Each "safety member" employee covered by the provisions of <br /> Labor Code Section 4850 who is compelled to be absent from duty because of <br /> an illness or injury covered by the State of California Worker's <br /> Compensation Insurance and Safety Act shall, in lieu of temporary <br /> disability compensation payable under the aforementioned Act, continue to <br /> be paid his or her normal salary and accrue other benefits in accordance <br /> with the provisions of Labor Code Section 4850. <br /> 24 <br />
