j <br /> £MORANDUM OF LNDERSTANDING BET4 .N <br /> THE CITY OF SANTA ANA EXHIBIT 2 <br /> AND <br /> THE SANTA ANA POLICE BENEVOLENT ASSOCIATION <br /> accordance with Section 3500 et. seq. of the California Government Code, representatives <br /> c the City administration have met with representatives of the Santa Ana Police Benevolent <br /> •..•soiation (hereinafter referred to as Association) , and have reached an agreement and <br /> n, e.r:-t_anding to recouuuend that the City Council adopt by resolution the following changes <br /> in compensation benefits for employees of the City of Santa Ana represented by the Associ- <br /> ation for the 1974-75 and 1975-76 fiscal years, effective July i, 1974: <br /> 1:'74-75 Fisc.. '.. Year <br /> salaries: 1) Effective 7-1-74, an across-the-board 4% salary increase for all <br /> employees represented by the Association. <br /> 2) Effective 1-1-75, an across-the-board 2% increase for all employees <br /> represented by the Association. <br /> 3) Effective 4-1-75, an across-the-board 2'/ salary increase for all <br /> employees represented by the Association. <br /> Benefits: 1) Effective 7-1-74, the City, as employer, will contribute $12.00 per <br /> month for each employee toward the purchase of a dental insurance <br /> plan for the employee and his dependents. Said sum shall be the <br /> total cost paid by the City toward such coverage for the employee <br /> and his dependents. In the event the premium cost shall exceed $12.00 <br /> per month, such additional cost for such coverage will be borne <br /> entirely by the employee. <br /> 2) Effective 7-1-74, an incentive allowance equal to one percent of base <br /> salary will be granted to all non-sworn Police Department personnel <br /> who possess and can demonstrate conversational Spanish language fluency <br /> in accordance with standards and procedures developed by the' City <br /> Personnel Department. <br /> 3) Effective 7-1-74, all personnel who have successfully completed their <br /> probationary period and are appointed to the classification" of Patrolman <br /> will be paid an additional $55.00 per month while officially assigned <br /> to the following special-duty designations: <br /> Investigator <br /> Motorcycle Officer <br /> Community Relations Officer <br /> Background Investigator <br /> Training Officer (Personnel Training Section) <br /> Administrative Assistant <br /> Accident Investigator <br /> The City retains the right and discretion to make such assignments and <br /> to reassign personnel from special-duty designations to regular Patrolman <br /> duties and while the employee is not assigned to any of the above special <br /> duty designations, he shall not be entitled to the additional $55.00 <br /> per month compensation. <br /> 4) Effective 1-1-75, all employees represented by the Association who <br /> actually work Thanksgiving Day and/or Christmas Day will receive at <br /> their option, an opportunity to enjoy another day off with pay on a <br /> straight-time basis in return for each such holiday actually worked <br /> as an extension to their annual vacation leave; provided that such <br /> arrangements do not represent any additional cost to the City. In the <br /> event the implementation of this policy does, in fact, constitute an <br /> added cost to the City, the City retains the right and discretion to <br /> immediately eliminate the option granted herein. In no case shall <br /> employees utilizing such option receive any additional holiday compen- <br /> sation over and above that provided employees not using the option. <br />
