STATEWIDE SANITARY SEWER SYSTEMS GENERAL ORDER 2022-0103-DWQ <br />ATTACHMENT D SEWER SYSTEM MANAGEMENT PLAN REQUIRED ELEMENTS <br />ASewer System Management Plan(Plan) is a living planning document that documents <br />ongoing local sewer system management program activities, procedures, and decision-making <br />at the scale necessary to address the size and complexity of the subject sanitary sewer <br />system(s). This Plan may incorporate other programs and other plans by reference, to address <br />short-term and long-term system resiliencethrough: <br />Proactive planning and decision-making; <br />Local government ordinances; <br />Updated operations and maintenance activities and procedures; <br />Implementation of capital improvements; <br />Sufficient local budget to support staff resources, contractors, equipment, and training; and <br />Updated trainingof staff and contractors. <br />,and implementation of a Sewer System Management <br />Planaddressing the requirements of this Attachment is an enforceable component of this <br />General Order. As specified in Provision 6.1(Enforcement Provisions)of this GeneralOrder, <br />consistent with the Water Code and the State Water Board Enforcement Policy, the State <br />an effective Sewer System Management Plantoprevent, contain, control, and mitigate spills <br />when considering Water Code section 13327 factors to determine necessary enforcement of <br />this General Order. <br />This Attachment includes the following required elements that the Enrollee shall address in its <br />Planand subsequent updates. The Enrollee shall identify any requirement in this Attachment <br />andshall explain in its Plan why the <br />requirement is not applicable. <br />1.SEWER SYSTEM MANAGEMENT PLAN GOAL AND INTRODUCTION <br />The goal of the Sewer System Management Plan(Plan) is to provide a plan and <br />sanitary sewer system(s), (2) reduce and prevent spills, and (3) contain and mitigate <br />spills that do occur. <br />The Plan must include a narrative Introduction section that discusses the following <br />items: <br />1.1.Regulatory Context <br />The Plan Introduction section must provide a general description of the local sewer <br />system management program and discuss Plan implementation and updates. <br />ATTACHMENT D SEWER SYSTEM MANAGEMENT PLAN <br />REQUIRED ELEMENTSDecember 6,2022 <br />D-2 <br /> <br />
