STATEWIDE SANITARY SEWER SYSTEMSGENERAL ORDER2022-0103-DWQ <br />ATTACHMENT E1NOTIFICATION,MONITORING,REPORTING AND RECORDKEEPING <br />REQUIREMENTS <br />TheNotificationRequirements(section 1),Spill-specific MonitoringRequirements (section 2), <br />ReportingRequirements (section 3)andRecordkeepingRequirements (section 4) in this <br />Attachmentarepursuant to Water Code section13267and section 13383, andarean <br />enforceable component of this GeneralOrder.For the purpose of this GeneralOrder,the term: <br />Notification means the notifying of appropriateparties of a spill eventor other activity. <br />Spill-specific Monitoring means the gathering of information and datafor a specific spill event <br />to be reported orkept as records. <br />Reporting meansthe reporting of information and data into theonlineCalifornia Integrated <br />Water Quality System(CIWQS)Sanitary Sewer System Database. <br />Recordkeeping means the maintainingofinformation and datain an official records storage <br />system. <br />Failureto comply with the notification,monitoring,reporting and recordkeeping requirements in <br />thisGeneralOrdermay subject the Enrolleeto civil liabilities of up to $10,000 a day per <br />violation pursuant to Water Code section 13385; up to $1,000 a day per violation pursuant to <br />Water Code section 13268; or referral to the Attorney General for judicial civil enforcement. <br />Water Code section 13193 et seq. requires the Regional WaterQuality ControlBoards(Regional <br />Water Boards)and the State Water Resources Control Board (State Water Board)to collect <br />sanitary sewer spillinformationfor each spillevent andmake this information available to the <br />public. Sanitary sewer spillinformationfor each spillevent includesbutisnot limited to: Enrollee <br />contact information for each spillevent,spillcause, estimated spillvolumeand factors usedfor <br />estimation, location, date, time, duration, amountdischargedtowatersof the State, response <br />and corrective action(s)taken. <br />1.NOTIFICATION REQUIREMENTS <br />1.1. Notification of Spills of 1,000 Gallons or Greater to the California Office of <br />Emergency Services <br />Per Water Code section 13271, for a spillthatdischargesin or on any waters of the <br />State, or dischargesorisdeposited where it is, or probably will be, discharged in or on <br />any waters of the State,theEnrolleeshallnotify the California Office of Emergency <br />Services and obtain a California Office of Emergency Services Control Numberas soon <br />as possible but no later than two(2)hoursafter: <br />TheEnrolleehas knowledge of the spill;and <br />Notification can be provided without substantially impeding cleanup or other <br />emergency measures. <br />Thenotification requirements in this section apply to individual spillsof 1,000 gallons or <br />greater,from an Enrollee-owned and/or operated laterals, to a water of the State. <br />ATTACHMENT E1NOTIFICATION,MONITORING,REPORTING <br />AND RECORDKEEPINGREQUIREMENTSDecember 6,2022 <br />E1 -3 <br /> <br />
