General Plan Designation: The project segment is shown as a six-lane major arterial in the <br />City General Plan and the Orange County Master Plan of Arterial Highways (MPAH). <br />VIII. Zoning: N/A <br />IX. Description of Project: A bridge widening at First Street over the Santa Ana River is proposed <br />by the City of Santa Ana (City).The project consists of widening an existing four-lane bridge to <br />accommodate six lanes and sidewalks. The existing four-lane bridge is the only constraint in the project <br />area for First Street to be built out to its master-planned width of six lanes. <br />X. Surrounding Land Uses and Setting: Residential, retail and industrial <br />XI. Other agencies whose approval is required. <br />• Caltrans: The proposed project will be partially funded by Federal Highway Bridge Replacement <br />and Rehabilitation (HBRR) funds. HBRR funds are administered by the Federal Highway <br />Administration (FHWA), with local oversight provided by Caltrans. A Categorical Exclusion for <br />NEPA compliance is anticipated for the proposed project. <br />• OCFCD: County of Orange approval of a flood control channel right of entry permit may also be <br />required for project implementation. <br />• An Army Corps of Engineers (ACOE) Nationwide Permit (NWP) No. 14 for linear transportation <br />projects with permanent impacts less than 0.50 ac within the ordinary high water mark (OHWM) of <br />the Santa Ana River. <br />• An ACOE NWP No. 33 for temporary structures, work, and discharges necessary for construction <br />activities. <br />• A Streambed Alteration Agreement with the California Department of Fish and Game for the <br />permanent bridge structure over the channel <br />• The Santa Ana Regional Water Quality Control Board must certify NWP Nos. 14 and 33. <br />07/25/10 ,PADMJ0701\MND\3.0 Checklist.doc,, 3-1 <br />20A-37
