LSA ASSOCIATES, INC. <br />JULY 2010 <br />INITIAL STUDY/MITIGATED NEGATIVE DECLARATION <br />FIRST STREET BRIDGE REPLACEMENT PROJECT <br />CITY OF SANTA ANA <br />• To reduce fugitive dust emissions the construction contractor shall adhere to the <br />requirements of SCAQMD Rule 403. The BACMs specified in SCAQMD's Rule 403 <br />shall be incorporated into the project construction. <br />In addition to the SCAQMD standard conditions to reduce construction emissions, Caltrans <br />Standard Construction Specifications shall be adhered to in order to reduce emissions. Below <br />is a list of Caltrans' standard conditions provided to reduce the emission of fugitive dust. <br />A. All disturbed areas, including storage piles, not being actively utilized for construction <br />purposes shall be effectively stabilized for dust emissions using water, chemical <br />stabilizers/suppressants, or vegetative ground cover. <br />B. All on-site unpaved roads and off-site unpaved access roads shall be effectively stabilized <br />for dust emissions using water or chemical stabilizers/suppressants. <br />C. All land clearing, grubbing, scraping, excavation, land leveling, grading, cut and fill, and <br />demolition activities shall be effectively controlled for fugitive dust emissions by <br />utilizing applications of water or by presoaking. <br />D. When materials are transported off site, all material shall be covered or effectively wetted <br />to limit visible dust emissions, or at least 15.2 centimeters (cm) (6 inches [in]) of <br />freeboard space from the top of the container shall be maintained. <br />E. All operations shall limit or expeditiously remove the accumulation of mud or dirt from <br />adjacent public streets at least once every 24 hours when operations are occurring. The <br />use of dry rotary brushes is expressly prohibited except where preceded or accompanied <br />by sufficient wetting to limit the visible dust emissions. The use of blower devices is <br />expressly forbidden. <br />F. Following the addition of materials to or the removal of materials from the surface of <br />outdoor storage piles, said piles shall be effectively stabilized for fugitive dust emissions <br />utilizing sufficient water or chemical stabilizers/suppressants. <br />G. Traffic speeds on unpaved roads shall be limited to 24 kilometers per hour (kph) (15 <br />mph). <br />H. Sandbags or other erosion control measures shall be installed to prevent silt runoff to <br />public roadways from sites with a slope greater than 1 percent. <br />1. Wheel washers for all exiting trucks shall be installed, or all trucks and equipment shall <br />be washed off before leaving the site. <br />J. Wind breaks shall be installed at windward side(s) of construction areas. <br />K. Excavation and grading activity shall be suspended when winds exceed 32 kph (20 mph). <br />L. Area subject to excavation, grading, and other construction activity shall be limited at any <br />one time. <br />C. Result in a cumulatively considerable net increase of any criteria pollutant for which the <br />project region is non-attainment under an applicable federal or state ambient air quality standard <br />(including releasing emission which exceeds quantitative thresholds for ozone precursors)? <br />07/25/10 «PA\DMJ070l\MND\4.0 Environmental Analysis.doc» <br />4-8 <br />20A-59
