INITIAL STUDY/MITIGATED NEGATIVE DECLARATION <br />JULY 2010 FIRST STREET BRIDGE REPLACEMENT PROJECT <br />CITY OF SANTA ANA <br />The bridge demolition and street widening will generate different pollutant emissions. There is a <br />potential that during the demolition of the bridge, ACMs, could be released into the air. Any activity <br />that involves cutting, grinding, or drilling during demolition could release friable asbestos fibers <br />unless proper precautions are taken. <br />Utility pole-mounted electrical transformers were observed within the project limits. Polychlorinated <br />biphenyls (PCBs) were used in electrical transformers manufactured between 1929 and 1977. Leaking <br />transformers are considered a potential hazard for PCB. Therefore, surveys will be required prior to <br />relocation of these utilities. <br />First Street and the bridge contain some traffic stripes and pavement-marking materials (i.e., paint, <br />thermoplastic, permanent tape, and temporary tape) which may consist of lead. Yellow paints made <br />prior to 1995 may exceed hazardous waste criteria under Title 22, California Code of Regulations, <br />and may require disposal to a Class I disposal site. Therefore, any yellow traffic striping and <br />pavement-marking material should be tested and removed in accordance with Caltrans Standard <br />Special Provisions (SSP) XE 15-300. <br />Mitigation Measure HM-1 and compliance with current standards will reduce potential impacts <br />related to public and transportation of hazardous materials. All materials containing PCBs, lead based <br />paint, and asbestos will need to be removed, handled, and disposed of in accordance with State and <br />federal laws regulating remediation and disposal of these materials. Mitigation Measures HM-1 <br />through HM -7 will reduce potential impacts to a level below significance. <br />Mitigation Measures <br />HM-1 Prior to bridge demolition and First Street widening testing and removal of any yellow traffic <br />striping and pavement-marking material will be required in accordance with Caltrans <br />Standard Special Provisions (SSP) XE 15-300. <br />HM-2 Prior to relocation of the utility pole-mounted transformers from the project site, transformers <br />should be inspected for leaks. Leaking transformers should be considered a potential for <br />polychlorinated biphenyl (PCB) hazard unless tested and should be handled accordingly. <br />HM-3 Prior to demolition a certified asbestos consultant should conduct asbestos testing of the <br />existing bridge. <br />HM-4 Prior to commencement of any construction activity, AGMs should be removed and disposed <br />of by a licensed and certified asbestos abatement contractor in accordance with Caltrans SSP <br />5.1-7, "Removal of Asbestos and Hazardous Substances. <br />HM-5 Any demolition or renovation of a structure requires notification and submittal of fees to the <br />South Coast Air Quality Management District (SCAQMD) at least 10 days prior to <br />proceeding with the demolition work (refer to SCAQMD Rule 1403). Failure to do so may <br />result in the City being cited for regulatory noncompliance. Notification would fall under <br />Sections 7-1.01F, Air Pollution Control, and 7-1.04, Permits and Licenses of the Standard <br />Specifications.
