Public Works Agency <br />www.santa-ana.org/pw <br />Item # 16 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br /> Staff Report <br />November 4, 2025 <br />TOPIC: Santa Ana Vision Zero Plan Update <br />AGENDA TITLE <br />Agreement with KTU&A, LLC dba KTUA to Conduct the Vision Zero Plan Update <br />(Project No. 24-6904) (Non-General Fund) <br />RECOMMENDED ACTION <br />Authorize the City Manager to execute an agreement with KTU&A, LLC dba KTUA to <br />provide traffic engineering and transportation planning services for the Santa Ana Vision <br />Zero Plan Update in an amount not-to-exceed $180,832, for the term beginning <br />November 4, 2025 and expiring November 3, 2026, with provisions for one, one-year <br />extension (Agreement No. A-2025-XXX). <br />GOVERNMENT CODE §84308 APPLIES: Yes <br />DISCUSSION <br />The Public Works Agency Engineering Services Division (PWA) is responsible for the <br />administration and oversight of all capital improvement projects in the City including the <br />planning, design, and management of its active transportation network. The Santa Ana <br />Vision Zero Action Plan (Plan), adopted by City Council on June 4, 2024, is an initiative <br />to eliminate fatalities and serious injuries in Santa Ana by 2040. Adoption of the plan <br />was also a pre-requisite to apply for federal transportation grants, such as the Safe <br />Streets for All program for Euclid Street improvements. When the Plan was adopted, <br />City Council identified the need to amend the Plan by evaluating and incorporating <br />additional corridors such as MacArthur Boulevard and Alton Avenue. Staff has <br />performed preliminary evaluations and community outreach and recommends <br />incorporating the following five additional priority corridors/street segments (1-2 miles <br />long) into the framework: <br />Flower Street from Warner Avenue to MacArthur Boulevard <br />Edinger Avenue from Flower Street to Standard Avenue <br />Segerstrom Avenue from Bear Street to Flower Street <br />MacArthur Boulevard from Fairview Street to Main Street <br />Dyer Road from Flower Street to the City Boundary
