SANTA ANA VISION ZERO PLAN UPDATE | 8 <br />Firm teAm & exPerience | Subconsultant Profiles & Project experienceD <br />LATINO HEALTH ACCESS <br />Latino Health Access (LHA), was founded in <br />1993 . Our mission has two priorities: 1) de- <br />livering culturally appropriate health-related <br />services and programming to address urgent <br />health concerns; and 2) engaging individuals <br />in low-income, low opportunity areas in trans- <br />forming their environment and creating positive, concrete <br />changes in their homes and communities by providing <br />tools, training, and mechanisms for civic participation . We <br />firmly believe that achieving our vision of a healthy, equi- <br />table, inclusive and prosperous community requires that <br />community residents should be involved in every decision <br />and every step of the process to create change . LHA’s <br />official motto is “Participation Makes a Difference,” and <br />we constantly reflect as an organization the importance <br />of expanding opportunities for residents to participate in <br />creating solutions and healthier communities . <br />Our community-centered approach has helped the City of <br />Santa Ana and the County to actively connect with hard- <br />to-reach populations to be active participants of equitable <br />active transportation policy and strategies . The activi- <br />ties have been multi-generational at various community <br />settings (e .g . schools, parks and trails, community-based <br />organizational partners, neighborhoods, bus stops, trails, <br />among others) . While their experience covers a wide array <br />of transportation projects, one of their key focus areas is <br />the planning and design of active transportation, com- <br />plete streets, and bicycle and pedestrian improvements <br />and enhancements based on National Association of City <br />Transportation Officials (NACTO), Caltrans Highway Design <br />Manual (HDM), Caltrans Design Information Bulletin (DIB) <br />94 Guidance, and other Complete Street guidelines . They <br />have in-depth knowledge of design details and state-of- <br />the-practice design solutions . <br />Mark Thomas is actively planning and implementing bicycle <br />and pedestrian enhancements throughout the State . This <br />work has involved analyzing current deficiencies, review- <br />ing traffic and safety data, meeting with communities and <br />stakeholders, and developing feasible and fundable solu- <br />tions .
