SANTA ANA VISION ZERO PLAN UPDATE | 13 <br />ProPoSed WorK PLAn/UnderStAnding oF need E <br />Project Understanding <br />KTUA recognizes the City’s commitment to <br />enhancing safety for residents and visitors by im- <br />proving transportation facilities for all users. The <br />goal of the Vision Zero Plan Update is to revise <br />the recently completed Vision Zero Plan (2024) <br />by incorporating new policies aimed at increasing <br />safety across all modes of transportation, as well <br />as outlining programs and projects for imple- <br />mentation. This update also includes the addition <br />of seven new corridors, as directed by the City <br />Council, along with expanded outreach in each <br />of the six wards. The following scope of work <br />details the tasks and deliverables <br />associated with this project. <br />TASK 1: PROJECT MANAGEMENT <br />1.1 Kickoff meeting <br />Within the first month from the issuance of the Notice to <br />Proceed, KTUA will schedule and facilitate a virtual kick-off <br />meeting . KTUA will prepare the agenda and the meeting <br />notes . Recommended objectives for the kickoff meeting <br />may include, but not limited to: <br />• Establish communication channels and protocols <br />• Review project objectives <br />• Refine project work plan and schedule <br />• Identify known preliminary issues <br />• Develop ideas and strategies for community <br />engagement <br />• Develop a list of background data/plans to request <br />and review <br />1.2 Project coordination <br />KTUA will interface with City staff and other agencies <br />as necessary, as well as encourage their participation <br />in discussions and presentations with the wider design <br />team at periodic milestones wherever deemed necessary . <br />Feedback from City staff and other agencies is important <br />to meet the goals of the periodic project milestones to <br />ensure a timely progression of the project from inception <br />to the final deliverable . The following activities will be antic- <br />ipated once the Notice to Proceed (NTP) is authorized and <br />as the project progresses: <br />• Project Kick-off Meeting <br />• Monthly Project Development Team (PDT) Meetings <br />• Six (6) Community Meetings (one community meeting at <br />each City’s Ward) <br />• Project Schedule Management <br />• Monthly Progress Reports <br />• Monthly Cost Accounting <br />• Quality Assurance / Quality Control <br />Up to 12 monthly PDT Meetings are especially important to <br />provide opportunities to comment and make course-cor- <br />rection on interim deliverables that KTUA will prepare . <br />KTUA will prepare, update, and provide City staff with <br />action items prior to meetings . City staff will be participat- <br />ing and guide the development of the SAVZ Plan Update <br />throughout the process . <br />TASK 1 DELIVERABLES: <br />• Meeting agendas, meeting minutes, updated schedules, <br />invoices, and monthly progress reports <br />TASK 2: DATA COLLECTION <br />2.1 data collection <br />KTUA will collect data that will include, but not be limited to: <br />traffic counts, collision data from the past ten years using <br />the City’s Crossroads dataset, 85% tile posted speed limits, <br />lane configurations, street classifications, traffic citations, <br />street lighting, trees, transit stops, transit boarding/alighting, <br />street crossings, and adjacent land uses . KTUA has many of <br />these datasets in-house from work on the previous Com- <br />plete Street and Active Transportation Plans, which will ex- <br />pedite this process . Data collected from the existing Santa <br />Ana Vision Zero Plan may be utilized, as needed . <br />TASK 2 DELIVERABLES: <br />• Technical Memorandum of data collection summary <br />TASK 3: COMMUNITY OUTREACH SURVEYS AND <br />STAKEHOLDER ENGAGEMENT <br />3.1 develop community engagement Plan <br />Long-time outreach partner Latino Health Access (LHA) will <br />develop an Outreach and Engagement Plan (O&E Plan) <br />outlining the selected approach to community outreach <br />throughout the project . The O&E Plan will identify, and match <br />outreach strategies based on stakeholder communication <br />needs and their appropriate level of engagement . The O&E <br />Plan will include key messages, schedules, and descrip- <br />tions of outreach activities and opportunities, with emphasis <br />placed on engagement methods to drive attendance at the <br />workshops . The O&E Plan will describe the use of social <br />media engagement opportunities and language translation/ <br />needs, among other elements . The team will: <br />• Develop key messages <br />• Develop a stakeholder contact information database <br />• Establish meeting dates and create materials, then <br />disseminate meeting notice flyers via e-mail to neigh- <br />borhood associations, community-based organizations, <br />youth groups, schools, and churches for distribution to <br />their members, per the O&E Plan; make follow-up phone <br />calls to key organizations to confirm receipt, ask organi- <br />zations to post on their websites and distribute through <br />their social networks
