Construction Contract for Traffic Signal Improvement Projects <br />November 4, 2025 <br />Page 3 <br />traffic impacts at the Segerstrom Avenue & Flower Street Intersection. A fair share <br />contribution was determined for each development project. Bristol Related will provide a <br />4.1 % ($71,713) contribution due upon issuance of building permits for the third (last) <br />phase of the project. The Village will contribute 4.32% ($75,561) due upon issuance of <br />building permits for the fourth of five phases of the project. The contributions due will be <br />adjusted for inflation to reflect present value at the time payment is received. Staff will <br />coordinate with both developers to collect the fair -share contributions in a timely <br />manner. As funding contributions are received, Staff will prepare an appropriation <br />adjustment recognizing the revenue and present to City Council for approval in the <br />future. <br />Project Advertisement and Contractor Procurement <br />To provide an opportunity for local vendors to submit bids, the City notified a total of 53 <br />regional vendors via PlanetBids, many of which are Santa Ana based. Furthermore, <br />staff specifically reached out to Santa Ana vendors to encourage their participation in <br />bids. A total of seven bids were received. Zero bids were received from Santa Ana <br />contractors. <br />As legally required, a Notice Inviting Bids was advertised in the Orange County Register <br />newspaper on August 20, 2025. The project was also advertised in PlanetBids from <br />August 19, 2025 to September 17, 2025. Bids were received electronically via <br />PlanetBids on September 17, 2025.
