Construction Contract for Traffic Signal Improvement Projects <br />November 4, 2025 <br />Page 4 <br />$1,367,296 (Exhibit 2). As specified in the bid documents, the lowest bid shall be <br />determined on the basis of the Base Bid. Based on available budget and the bid pricing <br />for the additional bid alternatives, Staff recommends awarding a construction contract <br />for the base bid plus additional alternates in the amount of $1,399,284. The bid <br />alternates include installing Emergency Vehicle Preemption (EVP) systems for <br />emergency vehicles like fire trucks and police cars; it works by allowing emergency <br />vehicles to request a green light at an intersection which temporarily overrides the <br />normal traffic signal to create a clear path and improve response times and safety. <br />Based on the bid analysis and a contractor's reference check, staff recommends <br />awarding the construction contract to Elecnor Belco Electric, Inc. (Exhibit 3). <br />Elecnor Belco Electric has previously performed work as a prime contractor in the City <br />of Santa Ana within the past five years, including ARPA Neighborhood Streetlights — <br />Phase 1, ARPA Neighborhood Streetlights — Phase 2, and Traffic Signal Modification at <br />Warner Avenue and Wright Street. The contractor has satisfactorily performed these <br />projects and staff recommends awarding the construction contract to Elecnor Belco <br />Electric, Inc. for the construction of the Project. (Exhibit 3) <br />Proiect Delive <br />To deliver a complete project, in addition to the construction contract, the estimated total <br />project delivery cost includes a budget allocation for construction administration, <br />inspection, and testing.
