Authorize the City Manager to submit selected projects to the Orange County <br />Transportation Authority for inclusion into the 2027 Federal Transportation <br />Improvement Program. <br />2. Adopt a Resolution certifying that the City has the resources to fund the projects <br />submitted for inclusion into the 2027-2032 Federal Transportation Improvement <br />Program, and confirm the City’s commitment to implement all projects submitted <br />to the program. <br />RESOLUTION NO. 2025-XXX entitled A RESOLUTION OF THE CITY COUNCIL <br />OF THE CITY OF SANTA ANA CERTIFYING THAT THE CITY HAS THE <br />RESOURCES TO FUND PROJECTS IN THE 2026/27 - 2031/32 <br />TRANSPORTATION IMPROVEMENT PROGRAM AND AFFIRMING THE CITY’S <br />COMMITMENT TO IMPLEMENT ALL PROJECTS IN THE PROGRAM <br />GOVERNMENT CODE §84308 APPLIES: No <br />DISCUSSION <br />The Federal Transportation Improvement Program (FTIP) is the primary programming <br />and implementation process for projects identified in the Regional Transportation Plan <br />(RTP), administered by the Southern California Association of Governments (SCAG). The <br />FTIP lists projects and identifies funding sources for every regionally significant <br />transportation project that receives federal or state funds. Regionally, the Orange County <br />Transportation Authority (OCTA) serves as the coordination and oversight agency <br />working with SCAG to prioritize and fund FTIP projects which include highway <br />improvements, transit, rail and bus facilities, high occupancy vehicle (HOV) lanes, signal <br />synchronization, intersection improvements, freeway ramps, non-motorized projects, and
