Locally, FTIP funded projects include the <br />Santa Ana Boulevard Grade Separation, the Fairview bridge replacement, and various <br />bike lane and pedestrian mobility safety improvement projects. See Exhibit 2 for a detailed <br />list of the 18 FTIP projects that will be carried over to the 2027 Federal Fiscal Year. OCTA <br />has requested that all agencies countywide carry over all federally funded projects from <br />the existing FTIP to the 2027 FTIP if project completion occurs after 2025. The FTIP carry- <br />over occurs every two years and marks the adoption of the new cycle and is necessary <br />in order to maintaining funding for completing local projects. <br />To maintain eligibility of allocated federal funds, the City is required to adopt a Resolution <br />(Exhibit 1) listing projects to be included or amended in the FTIP and submit to OCTA by <br />November 21, 2025. Ultimately, the City cannot receive California Transportation <br />Commission funding allocation approval for these projects without the requested Council- <br />approved Resolution. <br />The recommended actions would authorize the City Manager to request that the OCTA <br />carry over federally funded projects or projects subject to a federally required action, <br />including regionally significant projects, from the current FTIP to the 2027 FTIP (Exhibit <br />2). The federal fund sources for those projects include Active Transportation Program <br />(ATP); Highway Bridge Replacement and Rehabilitation (HBRR); Congestion Mitigation <br />and Air Quality (CMAQ); and Demonstration (DEMO) grant funds. <br />ENVIRONMENTAL IMPACT <br />There is no environmental impact associated with this action. <br />FISCAL IMPACT <br />Matching funds for the referenced projects have either already been budgeted and are <br />available for expenditure, or they are programmed to be budgeted in future fiscal years <br />from accounting units 14817613 (Active Transportation Program), 14817614 (Active <br />Transportation Program Augment), 14817615 (Active Transportation Program-Federal), <br />and 05917660 (Select Street Construction).
