City of Santa Ana <br />3.8 Greenhouse Gas Emissions <br />Would the project: <br />California Environmental Quality Act <br />Initial Study/Mitigated Negative Declaration <br />Less Than <br />Potentially <br />Significant <br />Less Than <br />No <br />Environmental Issue <br />Significant <br />with <br />Significant <br />Impact <br />Impact <br />Mitigation <br />Impact <br />Incorporated <br />a) Generate greenhouse gas emissions, either <br />directly or indirectly, that may have a significant <br />X <br />impact on the environment? <br />b) Conflict with an applicable plan, policy or <br />regulation adopted for the purpose of reducing the <br />X <br />emissions of greenhouse gases? <br />Discussion: <br />a) As discussed in the Air Quality impact analysis, the Greenhouse Gas (GHG) emissions generated by <br />the proposed Project would not exceed the SCAQMD threshold of 3,000 metric tons (MT) CO,e per <br />year for non -industrial projects. The construction phase's GHG emissions were calculated using the <br />CalEEMod, Version 2022.1.1.22. The following table shows the unmitigated, yearly emissions rate for <br />in comparison to the Regional Significance Threshold. Because GHG missions will not exceed the <br />SCAQMD threshold, the Project would have a less than significant impact on GHG emissions. <br />Pollutant <br />COz <br />Maximum Construction Emissions rate (MT/year) <br />70.6 <br />SCAQMD Threshold (MT/year) <br />3000 <br />Exceed Threshold? <br />No <br />b) The City has a Climate Action Plan adopted for the purpose of reducing GHG emissions, and the <br />Action Plan outlines the importance of lower emissions. The Project would not conflict with the State <br />plan and policy AB 32 (California Global Warming Solutions Act of 2006) quantitative goal of AB 32 is <br />to reduce GHG emissions to 1990 levels by 2020. Because the Project does not conflict with an <br />applicable plan, policy, or regulation adopted for the purpose of reducing the emission of GHG, there <br />would be no anticipated impact. <br />-24CWE7 <br />- <br />
