Police Department <br />www.santa-ana.org/pd <br />Item # 26 <br />or City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br />Staff Report <br />December 2, 2025 <br />TOPIC: Data Analytics and Visualization Services <br />AGENDA TITLE <br />Agreement with Peregrine Technologies, Inc. for Data Analytics and Visualization <br />Services (Non -General Fund - SLESA) <br />RECOMMENDED ACTION <br />Authorize the City Manager to execute an agreement with Peregrine Technologies, Inc. <br />for data analytics and visualization services in the amount of $760,200 for a three-year <br />period beginning December 15, 2025, and expiring December 14, 2028, with two <br />optional one-year extensions at a cost of $261,000 for the first extension, $268,830 for <br />the second extension, and an additional $100,000 for data sources, for a maximum <br />amount not to exceed $1,390,030 over a five-year term. (Agreement No. A-2025-XXX) <br />GOVERNMENT CODE 484308 APPLIES: Yes <br />DISCUSSION <br />The Police Department is seeking to procure data visualization and analytics services <br />via Peregrine Technologies' cloud -based platform. This system will significantly <br />improve the Police Department's efficiency and effectiveness in several ways. <br />Advanced Search Tool <br />The Peregrine system will aggregate data from a variety of sources to provide a unified <br />search tool. This will allow results to come from several internal systems at once. As <br />an example, a detective can review a case and obtain crime report information from the <br />Records Management System (RMS) alongside booking information from the Jail <br />Management System (JMS) and body -worn camera footage from the digital evidence <br />system. This aggregation process will also collate and link information from different <br />systems. All of this will enhance the Police Department's ability to solve crimes. <br />Analytical Tool <br />The Peregrine system will provide advanced analytical capabilities to the Police <br />Department. This will improve the Department's transparency as it will be much better <br />
