Video Surveillance System Upgrade and Maintenance and Repair Services <br />December 2, 2025 <br />Page 3 <br />5 <br />4 <br />6 <br />3 <br />CUSTOMER SUPPORT PROGRAM & MAINTENANCE <br />Convergint Technologies, LLC (Convergint) was the most responsive, capable, and <br />cost-effective respondent. Convergint will perform regular maintenance on all system <br />components, including preventative maintenance, quarterly inspections, and testing on <br />all covered equipment. Convergint will also provide real-time 24/7 systems integrity/ <br />compliance monitoring and diagnostic reporting of system components (servers and <br />storage, core network, and edge network components), and repair and support services <br />for the cameras, servers, video surveillance system network components, software, and <br />extended warranty "repair and replacement." Many of the cameras are positioned in <br />elevated locations. Convergint will provide boom trucks and other equipment required to <br />service hardware components in elevated locations. This agreement also provides <br />video archiving, maintaining compliance with California Government Code §34090.6. <br />The agreement stipulates that maintenance costs for all five years are contingent upon <br />Urban Areas Security Initiative (UASI) grant funding. Staff will seek City Manager <br />approval to add years 4 through 5 of maintenance services once UASI grant funding <br />has been recognized, appropriated, and allocated for this project. <br />PROJECT SYSTEM ENHANCEMENTS <br />Convergint system enhancements include new servers necessary to run the system. <br />High-resolution video footage, inclusive of audio, shall be retained for a minimum of 365 <br />days (one year). High resolution is defined as a minimum of 1920x1080 (1080p) at 15 <br />frames per second (fps). For the Santa Ana City Jail specifically, video retention shall <br />extend to two years, with the second year stored at a reduced resolution or using <br />compression. <br />Convergint will provide and install ten (10) new cameras at the City of Santa Ana PAAL <br />Center, located at 300 S. Figueroa Street. Convergint will provide and install five (5) <br />new cameras at the City of Santa Ana Centennial Park Regional Training Facility, <br />located at 3000 W. Edinger. <br />Convergint will provide one site visit per location for ongoing projects to meet with the <br />City and/or General Contractor to review project progress. Convergint will provide <br />programming and configuration services to integrate the installed cameras with City <br />provided Milestone recorders. Upon completion of the Citywide Initial Assessment, <br />Convergint reserves the right to adjust the camera count, placement, and overall system <br />design to best meet the City's security requirements. <br />ENVIRONMENTAL IMPACT <br />There is no environmental impact associated with this action. <br />FISCAL IMPACT <br />Funding is available in the current FY 2025-26 budget and funding for subsequent fiscal <br />years will be included in the proposed budget for City Council consideration:
