City Clerk’s Office <br />www.santa-ana.org/city-clerks-office/ <br />Item # 38 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br /> Staff Report <br />December 2, 2025 <br />TOPIC: Orange County Mosquito and Vector Control District Member Appointment <br />AGENDA TITLE <br />Nominate and Appoint a Representative to Serve on the Orange County Mosquito and <br />Vector Control Board of Trustees to Serve Either a Two-Year or Four-Year Term <br />RECOMMENDED ACTION <br />Nominate and appoint a representative to serve on the Orange County Mosquito and <br />Vector Control Board to Serve Either a Two-Year or Four-Year Term, Effective January <br />5, 2026. <br />GOVERNMENT CODE §84308 APPLIES: No <br />DISCUSSION <br />The Mayor and City Council represent the City’s interests in regional issues by serving <br />on a number of regional boards that make public policy decisions, including in the area <br />of vector control through the Orange County Mosquito and Vector Control District <br />(“OCMVCD”) Board of Trustees. On October 4, 2022, City Council appointed former <br />Councilmember Nelida Mendoza to complete an unexpired term on the <br />OCMVCD Board due to the resignation of the previous representative. On November <br />21, 2023, City Council re-appointed Ms. Mendoza to represent the City on the <br />OCMVCD Board for a two-year term which expires on January 5, 2026. <br />The OCMVCD Board has requested that the City Council consider reappointing Ms. <br />Mendoza or appointing a new representative to the OCMVCD Board (Exhibit 2). It is the <br />City Council’s discretion to determine if the appointee will serve a two- or four-year term, <br />from which the representative may only be removed for cause. The City’s representative <br />must be a registered voter and resident of Santa Ana pursuant to California Health and <br />Safety Code Section 2022(b). The representative may be a member of the City Council <br />or a resident of the City. Ms. Mendoza has indicated a desire to continue to serve if the <br />City Council so desires.
