Nothing herein shall be construed to alter City policies and procedures as provided in the <br /> Charter or ordinances of the City of Santa Ana or other provisions of this MOU with regard <br /> to granting unpaid leaves of absence. <br /> The Catastrophic Leave benefit will be provided for non-industrial injury or sickness only. <br /> The leave shall cover the uncompensated time prior to the employee becoming eligible for <br /> Long Term Disability(L.T.D.)benefits. <br /> A. Guidelines. It shall be understood that all donations under this procedure are <br /> voluntary and subject to taxation for the recipient. <br /> Employees may donate vacation or compensatory time or one (1) in lieu holiday to <br /> the eligible employee. In no event shall sick leave be donated. <br /> Employees shall be provided a two(2)week period to submit donations. Donations <br /> received after this two (2) week period shall not be processed. The two (2) week <br /> period for each case shall be designated by the Police Chief or their designee as <br /> provided herein below. <br /> Donations shall be for a minimum of two (2) hours and a maximum of eight (8) <br /> hours per donor. All donations must be made in two (2)hour increments,except in <br /> lieu holidays must be for eight (8) hours. <br /> Any authorization of donations not made in accordance with the procedures outlined <br /> in Section 11.11(C) will not be processed. <br /> All donations shall be irrevocable. <br /> In the event the recipient returns to work before leave donations have been exhausted, <br /> any balance on the books shall be accrued by the recipient and designated as sick <br /> leave. <br /> B. Eli ibili . Regular, full-time employees shall be eligible for Catastrophic Leave <br /> donations if the following criteria are met: <br /> 1. When it is reasonably foreseeable that all accrued time on the books,such as <br /> sick leave, compensatory time, vacation, and in lieu holidays, will be <br /> exhausted and the employee's illness will continue past the time when the <br /> employee will be on paid status. <br /> 2. The Police Chief or their designee has approved a written request for <br /> donations accompanied by a medical statement from the employee's <br /> attending physician. The attending physician's statement must verify the <br /> 35 <br />
