Redhill <br />Avenue, Unit C) <br />RECOMMENDED ACTION <br />Adopt a resolution approving Conditional Use Permit No. 2025-17 for the sale of beer for <br />on-premises consumption as conditioned. <br />EXECUTIVE SUMMARY <br />Cynthia Wang with Studio Ren Architecture Inc., representing Unsung Brewing Company <br />(“Applicant”) and PR/Broadstone Heritage III, LLC. (“Property Owner”), is requesting <br />approval of Conditional Use Permit (CUP) No. 2025-17 to allow the sale of beer for on- <br />premises consumption through a Type-23 (Small Beer Manufacture) license from the <br />California Department of Alcoholic Beverage Control (ABC) at a proposed eating <br />establishment located at 2590 S. Redhill Avenue, Unit C (“Project”). Pursuant to Section <br />4 of Specific Development No. 88 (SD-88) zoning district and Santa Ana Municipal Code <br />(SAMC) Section 41-196, establishments wishing to sell alcoholic beverages for on- <br />premises consumption require review and approval of a CUP by the Planning <br />Commission. Staff recommends approval of the Applicant’s request because the site is <br />located within a mixed-use development that accommodates both commercial and <br />residential uses, creating an environment where such uses are compatible and supported <br />by one another. Furthermore, the Project is consistent with the goals and policies of the <br />General Plan and will contribute to the economic growth and fiscal stability of the City. <br />Lastly, applicable operational standards and proposed conditions of approval will ensure <br />that the sale of beer for on-premises consumption will not negatively impact the <br />surrounding community. <br />DISCUSSION <br />Project Description <br />Unsung Brewing Company proposes to occupy an existing 2,524-square-foot tenant <br />space located on the first floor of the Broadstone Atlas, a mixed-use building located <br />within the Broadstone Village (formally known as the Heritage), which was completed in <br />2020. Pending approval of the CUP, the Applicant would submit tenant improvement <br />plans to convert the existing tenant space into an eating establishment, which will include <br />a kitchen, service counter, dining area, restrooms, an office, and a new 796-square-foot <br />mezzanine for recreational opportunities.
