In addition, the subject unit is located within the <br />Broadstone Village mixed-use community, which was entitled to provide a highly- <br />amenitized community with a “live, work, and play” environment and the proposed eating <br />establishment will be compatible. Furthermore, the subject site is not located within <br />immediate proximity to parks, playgrounds, schools, or religious institutions. The nearest <br />school is Monroe Elementary School which is approximately 1.1 miles northwest of the <br />project site. Similarly, the nearest playground within the City of Santa Ana is Delhi Park <br />and it is one mile away. Additionally, the nearest religious institution, New Life Christian <br />Center at 1518 Brookhollow Drive, is located approximately 2,800 linear feet to the <br />northwest of the project site. As a result, the granting of the CUP will not negatively impact <br />any sensitive land uses. <br />General Plan Consistency <br />Approval of the requested CUP is consistent with the General Plan land use designation <br />of District Center (DC), which allows a mix of uses including retail and commercial uses. <br />The sale of beer for on-premises consumption will serve a commercial use and would <br />contribute positively to the City’s business landscape and tax base. The Project supports <br />several goals and polices of the General Plan. Specifically, it aligns with Land Use <br />Element (LU) Goal LU-2 and Policies LU-2.1, LU-2.2, LU-2.6, and LU-2.8, which aim to <br />provide a balanced mix of land uses that meet the City’s diverse needs, offer a broad <br />range of employment opportunities, capture local spending, encourage re-investment into <br />the City, and promote the City’s image as a significant business-friendly regional activity <br />center. The Project would provide a new dining and gathering opportunity that will serve <br />both Santa Ana residents and visitors. Its proximity to the cities of Tustin, Irvine, and <br />Costa Mesa; the Costa Mesa Freeway; and John Wayne Airport, positions the Project to <br />attract regional patrons, adding to the City’s economic vitality. <br />The Project also aligns with Goal LU-4 and Policy LU-4.1, which supports improvements <br />to the built environment and promotes complete neighborhoods through complementary <br />uses and people-oriented spaces within walkable neighborhoods. The proposed micro- <br />brewery is compatible with the surrounding uses, as it will serve as a major anchor for <br />any future commercial tenants and can serve the thousands of residents living in close <br />proximity within the same mixed-use development. The Project is also consistent with the <br />Economic Prosperity Element of the General Plan, particularly through Policy EP-3.11, <br />which seeks to improve the City’s image through creating vibrant and engaging public <br />spaces. The introduction of a micro-brewery and restaurant will offer an attractive social <br />environment for adults of all ages, improving the City’s identity as a destination for dining <br />and recreation. Its street-facing location along an arterial provides visibility and activity <br />that will support the evolution of the area into a mixed-use commercial destination serving <br />residents, workers, and visitors alike. <br />
