Construction of Rafferty was completed in 2024. Prior to the development of the Rafferty, the subject site was the headquarters for First American Title Company. In July 2024, the Applicant submitted a Certificate of Occupancy application and in November 2024, the Applicant submitted tenant improvement plans to convert the existing tenant space into an eating establishment. The proposed work will include a kitchen, service counter, dining area, salad bar, preparation and storage areas, walk-in cooler, and restrooms. Building permits for the tenant improvement were issued in April of 2025. On August 8, 2025, the Applicant submitted the subject CUP applications to the Planning Division. Since the applications were submitted, staff has been working with the Applicant, ABC, Code Enforcement, and the Police Department to address any potential adverse impacts associated with the sale of alcoholic beverages for on-premises consumption and after-hours operation at the subject location. Tacos Los Cholos began as a small pop-up business in 2019 outside of an Anaheim home and has since expanded to four established locations in Anaheim, Huntington Park, Fullerton, and Huntington Beach. This will be the business’ fifth location. The company’s operations are consistent throughout each of its locations, featuring street-style Mexican food. The eating establishment also provides refreshments in the form of agua frescas and beer and wine options. Project Analysis CUP requests are governed by Section 41-638 of the SAMC, and may be granted by the Planning Commission when it can be demonstrated that the proposed project will not adversely impact the community. If these findings can be made, then it is appropriate to grant the CUP. Conversely, the inability to make these findings would result in a denial.
