Construction of Rafferty was completed in <br />2024. Prior to the development of the Rafferty, the subject site was the headquarters for <br />First American Title Company. In July 2024, the Applicant submitted a Certificate of <br />Occupancy application and in November 2024, the Applicant submitted tenant <br />improvement plans to convert the existing tenant space into an eating establishment. The <br />proposed work will include a kitchen, service counter, dining area, salad bar, preparation <br />and storage areas, walk-in cooler, and restrooms. Building permits for the tenant <br />improvement were issued in April of 2025. <br />On August 8, 2025, the Applicant submitted the subject CUP applications to the Planning <br />Division. Since the applications were submitted, staff has been working with the Applicant, <br />ABC, Code Enforcement, and the Police Department to address any potential adverse <br />impacts associated with the sale of alcoholic beverages for on-premises consumption and <br />after-hours operation at the subject location. <br />Tacos Los Cholos began as a small pop-up business in 2019 outside of an Anaheim <br />home and has since expanded to four established locations in Anaheim, Huntington Park, <br />Fullerton, and Huntington Beach. This will be the business’ fifth location. The company’s <br />operations are consistent throughout each of its locations, featuring street-style Mexican <br />food. The eating establishment also provides refreshments in the form of agua frescas <br />and beer and wine options. <br />Project Analysis <br />CUP requests are governed by Section 41-638 of the SAMC, and may be granted by the <br />Planning Commission when it can be demonstrated that the proposed project will not <br />adversely impact the community. If these findings can be made, then it is appropriate to <br />grant the CUP. Conversely, the inability to make these findings would result in a denial. <br />
