<br />Resolution No. 2025-XX <br />Page 4 of 11 <br />the proposed use will not detract from the economic stability and <br />development potential of the area. <br /> <br />4. That the proposed use shall comply with the regulations and <br />conditions specified in Chapter 41 for such use. <br /> <br />The proposed use will comply with all applicable regulations and <br />operational standards imposed on schools pursuant to Chapter <br />41 of the SAMC. Building and site modifications to accommodate <br />the school have been designed in comp liance with applicable <br />development standards for building height, setbacks, parking, <br />and site access. While site improvements are proposed for <br />outdoor recreation areas with courtyard gathering spaces, <br />basketball courts, and a turf area, athletics will occu r off‑site. <br />These outdoor areas are intended for limited daytime use by <br />students and are not expected to generate noise or activity levels <br />inconsistent with nearby office uses. Furthermore, proposed site <br />upgrades and conditions of approval will ensure full code <br />compliance, address traffic, noise, safety, and school operations, <br />and prevent potential impacts or the creation of an attractive <br />nuisance on adjacent properties. <br /> <br />5. That the proposed use will not adversely affect the General Plan or <br />any specific plan of the City. <br /> <br />Approval of the CUP application would be consistent with multiple <br />goals and policies in the Land Use (LU) Element, and further <br />supported by the City’s Economic Prosperity (EP) Element <br />objectives, as outlined below. Moreover, the Applicant’s voluntary <br />commitment to enter into a Payment In Lieu of Taxes (PILOT) <br />agreement with the City offers measurable public benefit in <br />exchange for the tax-exempt status of the institution, thereby <br />reinforcing alignment with the General Plan’s fiscal sustainability <br />and equitable service delivery objectives. <br /> <br />Goal 2 of the Land Use Element (LU) encourages a balance of <br />land uses that meet Santa Ana’s diverse needs. The <br />establishment of a professional school that is made accessible to <br />low-income families provides families with additional options in <br />education with a program that may not be available otherwise due <br />to the financial demand of private school programs. Moreover, <br />Policy LU-2.3 seeks to provide a diversity of land uses that <br />support residents, visitors, and businesses, such as areas for <br />community gatherings. The proposed Project will provide a <br />professional school use and will maintain existing office uses on <br />site. <br /> <br />Goal LU-3 supports compatible uses as well as preserving and <br />improving the character and integrity of existing neighborhood <br />
