That the proposed use under the circumstances of the particular <br />case will not be detrimental to the health, safety, or general welfare <br />of persons residing or working in the vicinity. <br /> <br />The proposed professional school will operate within the existing <br />office park located in the Professional (P) zoning district and will <br />not be detrimental to the health, safety, or general welfare of <br />nearby residents or businesses. The Project satisfies the <br />minimum parking requirements, providing a total of 489 shared <br />spaces that adequately serve all on-site uses. Moreover, Cristo <br />Rey’s student body includes students from households that <br />primarily rely on carpools, public transit, or a school‑operated <br />shuttle program with ten shuttles rather than personal vehicles. <br />The site is served by the Orange County Transportation Authority <br />(OCTA), providing four bus routes within the vicinity that ensure <br />adequate transit access to the area. For those commuting via <br />personal vehicles, the Applicant proposes establishing a <br />designated on‑site drop‑off and pick‑up area to accommodate <br />student loading/unloading efficiently and safely. Dismissal times <br />and work‑study departures will be staggered under the proposed <br />circulation design to ensure orderly flow without disrupting <br />existing on‑site tenants or surrounding land uses. Athletics will <br />occur off‑site, and special events will be held during evenings or <br />weekends when office uses are largely inactive, further <br />minimizing potential impacts on the surrounding neighborhood. <br /> <br />To further ensure compatibility with surrounding uses, conditions <br />of approval will be implemented to maintain compliance with <br />applicable codes and regulations governing traffic circulation, <br />noise, safety, and school operations, thereby preventing impacts <br />on adjacent properties or the creation of an attractive nuisance. <br /> <br />3. That the proposed use will not adversely affect the present economic <br />stability or future economic development of properties surrounding <br />the area. <br /> <br />Establishment of the professional school will not adversely affect <br />the area’s economic stability, as the school will occupy an existing <br />developed site and include improvements that enhance overall <br />site conditions. Furthermore, the program is designed to prepare <br />youth from low-income families with limited economic resources <br />for post-secondary educational opportunities, which would <br />typically be offered at higher tuition rates. This would indirectly <br />benefit the economic stability of the City, while also supporting <br />neighborhood vitality and complementing surrounding land uses <br />by maintaining a stable student population and provid ing a <br />long‑term educational resource within the community.
