It has been designed to be context-appropriate, maintaining the area’s <br />industrial character while introducing contemporary design features for a visually <br />engaging appearance that complements the surrounding neighborhood. Careful attention <br />has been given to site planning and building design to minimize potential impacts to the <br />adjacent residence. A 15-foot-wide landscaped planter containing evergreen Pacific Wax <br />Myrtle trees, which typically reach heights of 15 to 30 feet, will extend along the CMU <br />property line wall for approximately 133 feet from the street, providing visual separation <br />and screening between the new building and the adjacent residence. Except for the <br />manager’s apartment, the north elevation incorporates spandrel and storefront windows <br />with faux storage units behind them. These features are located more than 70 feet from <br />the property line and therefore would not create privacy impacts on the adjoining <br />residence. The facility is designed to maintain a quiet environment for the surrounding <br />community, due to the minimal outdoor activity and lack of truck deliveries required for <br />businesses like industrial and active commercial uses. The majority of self-storage units <br />in the new building will be accessed from the interior with exterior-accessible units and <br />new loading area along the rear of the building, away from the street. <br />Due to the site’s existing configuration, the project cannot accommodate the full 10-foot <br />landscaped yard along Fifth Street required under current M1 development standards. <br />Instead, a five-foot landscaped strip will be provided along this frontage consistent with <br />the condition of approval from CUP No. 76-38. The reduced landscaped area will be offset <br />by enhanced landscaping along the site’s primary frontage on Sullivan Street, both on <br />private property and within the public right-of-way. The Project’s design, low-noise <br />operation, and building placement ensure there will be no adverse noise impacts and that <br />the facility will not negatively affect the surrounding community. To address lighting <br />concerns, staff is recommending a condition of approval requiring that all lights utilize <br />shielded fixtures and dimmers that are designed to minimize glare and eliminate upward <br />or off-site light spill. Moreover, the Applicant would be required to improve lighting <br />throughout the entire site, beyond the immediate vicinity of the new building, to ensure <br />adequate security. A photometric study has been provided to demonstrate compliance <br />with City standards and to ensure that no measurable lighting impact extends to <br />residential uses (Exhibit 6). <br />Although the Project site is within 500 feet of an arterial street and under current zoning <br />code standards would not be permitted as a new facility, this use was established and <br />has continuously operated since prior to the adoption of proximity limitations. Moreover, <br />the use is permitted at the subject site by the existing CUP, CUP No. 76-38. The facility <br />expansion complies with the 2022 General Plan update, which changed the site’s land <br />use designation from Industrial to Flex-1.5, reflecting the City’s shift toward clean <br />industrial and commercial-flex uses such as self-storage. The Project activates the <br />Industrial/Flex area through building beautification and promotes redevelopment with <br />compatible, clean manufacturing and maker-type spaces. The updated design supports <br />the revitalization goals of the Focus Area and aligns with the City’s vision for a modern <br />industrial and creative flex district. With operational safeguards, design features, and <br />conditions of approval in place, the Project supports the continuity of existing business <br />operations and provides a context-appropriate transitional buffer to the adjacent <br />
