Fifth streets) <br />December 8, 2025 <br />Page 4 of 9 <br />5 <br />4 <br />2 <br />9 <br />Project Background <br />The Project’s site consists of three parcels located within the Light Industrial (M1) zoning <br />district, developed as self-storage facilities over time. The 2602 W. Fifth Street parcel was <br />developed circa 1974 with seven one-story steel frame metal storage buildings through <br />administrative approval, without requiring a CUP. <br />On July 17, 1972, City Council adopted Ordinance No. NS-1123, requiring a CUP for <br />commercial uses, including enclosed storage, within the M1 zoning district. Subsequently, <br />the 280 N. Sullivan Street parcel was later developed following Planning Commission <br />approval of CUP No. 76-38 to expand the adjacent 2602 W. Fifth Street self-storage use <br />into the existing recreational vehicle (RV) storage yard. This approval authorized <br />construction of five one-story CMU buildings totaling 32,400 square feet, one wood- <br />framed one-story building containing a rental office and on-site manager’s residence, and <br />38 off-street parking spaces. The parcel was previously used as a storage yard, salvage <br />yard, and vehicle storage before redevelopment for self-storage and RV storage <br />purposes. The adjoining 212 N. Sullivan Street parcel was later acquired circa 1992 to <br />expand by-right RV storage, increasing the capacity of RV parking spaces from 38 to 127. <br />On April 15, 2002, City Council adopted Ordinance No. NS-2494, amending the Zoning <br />Code to place additional limitations on certain land uses within industrial zones. These <br />amendments introduced specific restrictions applicable to new self-storage facilities <br />within 500 feet of arterial streets. The Ordinance’s recitals emphasize case-by-case <br />evaluation of those proposed uses to ensure consistency with the City’s economic and <br />fiscal goals, protect land traditionally designated for manufacturing uses, and ensure that <br />potential development impacts are effectively mitigated. <br />Extra Space Storage acquired the entire project site in 2022 from the prior owner. The <br />facility has operated continuously as self-storage and RV storage since its original <br />development in 1974 and subsequent expansions in 1977 and 1992, with uninterrupted <br />service and no change in use. <br />Extra Space Storage is a national self-storage company founded in 1977 that operates <br />more than 4,000 facilities across the United States. It offers a range of unit sizes and <br />vehicle storage to serve both residential and commercial customers. Within Santa Ana, <br />Extra Space Storage operates three facilities: the subject site located at 212-280 N. <br />Sullivan and 2602 W. Fifth streets, 511 S. Grand Avenue, and 1030 E. Fourth Street. <br />Project Analysis <br />Conditional Use Permit for Expansion <br />Requests for CUP modification are governed by SAMC Sections 41-649 and 41-638. A <br />CUP may be granted when it can be demonstrated that the proposed project will not <br />adversely impact the community. If these findings can be made, it is appropriate to grant <br />the CUP; conversely, the inability to make these findings would result in denial. <br />
