That the proposed use will not, under the circumstances of the <br />particular case, be detrimental to the health, safety, or general welfare <br />of persons residing or working in the vicinity. <br />The proposed convenience store and service station will not be <br />detrimental to the health, safety or welfare of those residing or <br />working in the vicinity as it is designed and intended to generate <br />the least amount of impacts as possible. Technical <br />environmental studies confirm that emissions, health risks, and <br />operational noise are below all applicable thresholds. Site <br />circulation, landscape buffering, and noise-limiting design <br />features ensure the Project remains compatible with <br />surrounding land uses. Moreover, the site plan is designed to <br />avoid traffic impacts, encourage pedestrian and bicycle <br />safety, and introduce new landscape areas to the site where <br />feasible. Additionally, the Project will be conditioned to plant <br />landscape in compliance with the Citywide Design Guidelines, <br />the Water Efficiency Landscape Ordinance, and the City of <br />Santa Ana Tree Species Guide. <br />3.
