Public Works Agency <br />www.santa-ana.org/pw <br />Item # 25 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br />Staff Report <br />January 20, 2026 <br />TOPIC: Maintenance and Repair Services for Pools, Fountains, and Splash Pads <br />AGENDA TITLE <br />Agreement with 1st Choice Pool & Spa Solutions for Pools, Outdoor Fountains, and <br />Splash Pads Maintenance and Repair Services (Specification No. 25-120) (General Fund <br />& Non -General Fund) <br />RECOMMENDED ACTION <br />Authorize the City Manager to execute an agreement with 1st Choice Pool & Spa Solutions <br />to provide pools, fountains, and splash pads maintenance and repair services in an <br />amount not -to -exceed $553,930, for a term beginning February 1, 2026 and expiring <br />January 31, 2027, with provisions for four, one-year extensions for a total agreement <br />amount not -to -exceed $2,009,618 (Agreement No. A-2026-XXX). <br />GOVERNMENT CODE §84308 APPLIES: Yes <br />DISCUSSION <br />The Public Works Agency, Parks, Fleet, Facilities, and Refuse Division (PWA) <br />maintains five aquatic facilities, including the upcoming Olympic -sized pool and aquatic <br />facility at Memorial Park, seven decorative fountains citywide including Sasscer Park, <br />and a new upcoming community splash pad at Portola Park. These facilities require <br />extensive routine preventative maintenance to ensure public health and safety, extend <br />equipment lifespans, and maintain clean, welcoming water conditions for residents and <br />visitors. <br />In the last swim year, the Citywide pools served over 10,000 residents and staff expects <br />this number to increase in the coming years as new aquatic facilities are completed and <br />brought into service. Due to the technical expertise required, including certified pool <br />operators, specialized filtration systems, water chemistry management, and compliance <br />with federal, state, and county health regulations, PWA recommends the continued <br />practice of performing these services through a qualified professional aquatic service <br />contractor supplemented, as needed, by staff. <br />The current agreements for fountain services expired December 31, 2025 and pool <br />services expires January 31, 2026.
