Pools, Fountains, and Splash Pads Services <br />January 20, 2026 <br />Page 2 <br />single agreement which includes maintenance for fountains, pools, and new services for <br />future splash pads. The scope of work includes daily operational support during the <br />swim season, year-round water -quality monitoring, routine equipment inspections, <br />preventive maintenance, and emergency repairs as needed. <br />Request for Proposals (RFP) No. 25-120 was issued on October 3, 2025 on the City's <br />online bid management and publication system, PlanetBids. A summary of vendor <br />participation and results is as follows: <br />315 Vendors notified <br />2 Santa Ana vendors notified <br />12 Vendors downloaded the RFP packet <br />2 Responsive proposals received <br />0 Responsive proposals received from Santa Ana vendors <br />Proposals were opened on October 21, 2025 and evaluated. Two proposals were <br />submitted by the RFP deadline and were determined to be responsive to the <br />specifications and met the City's requirements. <br />Firm <br />City <br />Rank <br />1st Choice Pool & Spa Solutions <br />Lake Forest, California <br />1 <br />Service First <br />Costa Mesa, California <br />2 <br />An evaluation committee reviewed and rated the proposals based on qualifications, <br />experience with municipal aquatic facilities, staffing capacity, cost-effectiveness, and <br />ability to meet service -level expectations. <br />Local Outreach Efforts <br />The Purchasing Division advertised this RFP on the City's online bid management and <br />publication system, which directly notified two Santa Ana vendors. No Santa Ana <br />vendors downloaded the RFP or submitted a bid for consideration. <br />Staff recommends awarding an agreement to the highest ranking firm, 1st Choice Pool & <br />Spa Solutions (Exhibit 1). The proposal submitted by 1 st Choice Pool & Spa Solutions <br />demonstrates experience and trained personnel to perform all the duties required in the <br />scope of work. With more than 20 years of industry experience providing <br />comprehensive pool management services, 1st Choice Pool & Spa Solutions possesses <br />the technical expertise and operation capacity required to maintain the City's pools, <br />fountains, and splash pad facilities. In addition, the firm has successfully provided <br />aquatic facility services for the City of Mission Viejo for the past eight years, <br />demonstrating reliability and sustained performance for a public -sector client. <br />ENVIRONMENTAL IMPACT <br />There is no environmental impact associated with this action. <br />
