Agreement with DTSA Services for Downtown Santa Ana Clean & Safe Program <br />January 20, 2026 <br />Page 2 <br />2. Security Guard Oversight: Maintaining public safety, Monday - Sunday <br />3. Litter/Maintenance: Removing litter and waste from all outside surfaces such as <br />sidewalks, curbs, planters, and tree gates <br />4. Cleaning of Alleys in DTSA: Clearing of trash, waste, shopping carts, leaves, and <br />pallets <br />5. Cleaning & Emptying Trash Cans: There are over 90 trash containers in DTSA to <br />be emptied and cleaned as needed, on average five (5) times per day, every day. <br />6. Cleaning of Outdoor Benches, Bollard, and Light Poles: Cleaned on a regular <br />basis and removing all waste. <br />7. Cleaning of Parklets: Picking up litter and waste, and power washing at the <br />various parklets located within DTSA <br />8. Special Events (Litter Clean-Up/Maintenance): Cleaning for designated City <br />approved events <br />9. Special Events (Street Closures): Street closure services with Traffic Control <br />Plans approved by the Public Works Agency for special events approved by the <br />City <br />10. Power Wash Services: Removal of gum, dirt, oil, grime, and other fluids <br />11. Equipment, Supplies & Facilities: Storage of cleaning and pedestrian control <br />equipment <br />To fulfill this need, City Council approved a three-year agreement with DTSA Services, <br />which will expire on March 1, 2026. <br />On July 14, 2025, the Community Development Agency (CDA) released Request for <br />Proposal (RFP) No. 25-097 (Exhibit 1) for the Downtown Clean & Safe Program through <br />the City's online bid system. The City's Purchasing Division set the procurement and <br />contract terms. <br />Local Outreach Efforts <br />The Purchasing Division advertised this project on the City's online bid management and <br />publication system, which directly notified 10 Santa Ana vendors. One Santa Ana vendor <br />downloaded the RFP and submitted a bid for consideration. <br />Vendor participation and results are summarized below: <br />• 963 Vendors notified <br />• 10 Santa Ana vendors notified <br />
