<br />prioritized based on pavement condition, alley usage including home and trash pickup
<br />access, number of resident and business owner complaints received, and geographic
<br />equity to distribute improvements equally to each ward annually.
<br />The Alley Improvements Program Project (No. 26-6910) was selected based on the
<br />prioritization criteria and will reconstruct three alleys within the Santa Ana Triangle
<br />neighborhood. The scope of work includes excavation, grading, removal of asphalt
<br />concrete pavement, installation of Portland cement concrete alley pavement, sidewalks
<br />and driveway approaches with curb and gutter, adjustment of utility covers to finished
<br />grade, striping, and signage. These improvements will enhance the residents' access to
<br />their properties, improve drainage and neighborhood aesthetics, reduce maintenance
<br />needs, and maintain smoother, safer conditions for vehicles, pedestrians, trash
<br />collection, and emergency vehicles.
<br />Project Advertisement and Contractor Procurement
<br />To provide an opportunity for local vendors to submit bids, the City notified a total of 86
<br />regional vendors via PlanetBids, many of which are Santa Ana based. A total of 20 bids
<br />were received. One (1) bid was received from a Santa Ana contractor.
<br />As legally required, a Notice Inviting Bids was advertised in the Orange County Register
<br />newspaper on October 10, 2025 and October 17, 2025. The project was also advertised
<br />in PlanetBids from October 7, 2025 to November 5, 2025. Bids were received
<br />electronically via PlanetBids on November 5, 2025. No bid protest was submitted by any
<br />of the bidders during the bid protest period.
<br />A copy of construction plans, contracts, specifications, and all related reference
<br />materials (such as The Greenbook) are available for public review at the City's Public
<br />Works Agency, Central Files office located in City Hall.
