Without monitoring measures, affected residents lack any recourse if operational impacts <br /> exceed what was represented, and the City has no established process for prevention or <br /> correction of harm. <br /> 7.4 No Conditions Implemented to Address Corridor-Level Impacts <br /> Given the cumulative nature of the Institutional corridor and overlapping uses across multiple <br /> parcels, conditions of approval should have addressed corridor-wide impacts such as shared <br /> parking, circulation, and after-hours institutional use. <br /> No conditions were adopted to: <br /> • Coordinate institutional activity <br /> • Limit corridor-wide events or concurrent high-impact usage <br /> • Prevent cumulative impacts on the adjacent R-1 residence <br /> The project was approved in isolation, disregarding known cumulative institutional effects. <br /> The project was approved without the basic safeguards, limitations, and mitigation measures <br /> ordinarily required when intensifying an institutional use adjacent to an R-1 residence. No <br /> enforceable conditions were imposed to protect residential quality of life, limit operational <br /> expansion, or monitor compliance. The absence of appropriate Conditions of Approval <br /> rendered the approval incomplete and inadequate to ensure compatibility, public welfare, or <br /> protection of the affected R-1 property. This failure constitutes an independent and sufficient <br /> basis to vacate and remand the approval so that appropriate protective conditions and <br /> mitigation measures may be evaluated and imposed. <br /> 20 <br /> City Council 18 — 36 2/3/2026 <br />
